As an Eligibility Worker, you will work in the Springfield office assisting individuals and families of your community in-person. Remote work will not be available.
Summary of Duties
Oregon Eligibility Partnership (OEP) is a program within ODHS that determines eligibility for people living in Oregon who apply for medical, food, cash and childcare benefits through the ONE eligibility system. OEP plays critical part in the eligibility process that moves beyond integration and equality, focusing on equity of services and providing timely, accurate, and necessary eligibility determinations through a person-centered approach.
As an Eligibility Worker, you will:
Interview applicants in-person and by phone to gather and assess information for benefits we administer, such as Supplemental Nutrition Assistance Program (SNAP), Long Term Care (LTC) services, Temporary Assistance to Needy Families (TANF), Employment Related Day Care (ERDC), and various Medicaid (Health insurance) programs.
Perform eligibility determinations, redeterminations, and periodic reviews.
Assist customers in-person and over the phone who are receiving or applying for benefits.
Communicate eligibility decisions to applicants.
Perform extensive computer-based work, using multiple computer systems and applications simultaneously to research information, document case activity, enter data, and process eligibility decisions.
Provide person-centered services using a trauma-informed approach to identify needs.

Be responsible for accurate and timely eligibility determinations.
Create a work environment where everyone feels welcomed, appreciated and valued.

Minimum Qualifications
OR
Two years of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines.
OR
An associate degree in a Behavioral Science, Social Science or a closely related field AND six months of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines.

Computer Skills: Demonstrated experience in using computers, web browsers, and programs such as Excel, Word, Outlook, etc., experience should include using multiple systems in tandem for research, tracking data and results.
Adaptability: Demonstrated capacity to adapt to changes in the work environment including but not limited to: policies, programs, tools, and priorities. Is able to welcome change as an ongoing reality in the work environment.
Analytical Skills: Experience using sound judgment, a trauma informed approach and cultural responsiveness to identify successful solutions to barriers or conflicts. Experience accurately applying complex rules and policies to various types of cases or circumstances.
While not required, preference will be given to candidates who are bilingual in English and Spanish.

Working Conditions
Your work schedule will be Monday through Friday, 8:30 a.m. to 5:30 p.m.
Your work will be performed in person in an office setting. There are no opportunities for telework/remote work.
Your work will involve interacting with a wide range of people, including individuals who may have experienced trauma or be experiencing emotional or financial distress.
Your regular attendance and reliability are essential to supporting the needs of the team and the community.
Your work will require flexibility and adaptability as policies, programs, procedures, and technology regularly change.
Your work may require prolonged periods of sitting at a computer terminal or using a telephone.

The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.
