DIRECTOR OF CHILD SUPPORT SERVICES

Humboldt - Trinity Child Support Agency

DEFINITION
Under general policy direction, and within state and federal laws, regulations and rules, plans, organizes, coordinates and administers the programs and services of the Department of Child Support Services; performs related work as required.

DISTINGUISHING CHARACTERISTICS

This class has department level responsibility for overall policy development, organizational structure, program planning, fiscal management, administration and operation of the Department of Child Support Services. The incumbent is accountable for accomplishing departmental goals and objectives within general policy guidelines and for furthering County goals and objectives.

EXAMPLES OF DUTIES

Plans, develops, organizes, and directs the implementation of goals, objectives, policies, and work standards for the Department of Child Support Services; directs the preparation and administration of the department's budget and the monitoring of expenditures.
Formulates and recommends policy to the County Administrative Officer and Board of Supervisors and implements after adoption.
Directs the coordination of the department's programs, plans and operations to ensure efficient service delivery.
Selects assigned staff and provides for their training and professional development.
Plans, organizes, administers, reviews and evaluates the activities of professional and support staff.
Reviews and evaluates changes in laws and regulations that could impact on the delivery of child support services; advises the Board of Supervisors and County Administrative Officer of possible service delivery and financial impact of changes; assures compliance with changes in laws and regulations.
Represents the County in meetings with representatives of state, federal and local agencies; facilitates coordination of dissemination of information about departmental programs.
Directs the preparation of and personally prepares a variety of complex administrative and technical reports.
Serves as liaison with the Courts on child support enforcement procedures and policy matters.
Provides work direction to attorneys and assists in monitoring caseloads.

QUALIFICATIONS

Knowledge of:

Principles and practices of public administration including goal setting, program planning, implementation, monitoring and evaluation; and personnel management, training and supervision.
Principles and practices of public sector budgeting, cost accounting, fiscal management, and audit requirements.
Applicable state and federal laws governing child support services programs.
Methods and techniques of research, statistical and management analysis.
Techniques of effective communication and team building.

Skill in:

Planning, organizing, administering and directing child support services programs. Interpreting, applying and explaining applicable laws, regulations and policies. Developing and implementing goals, objectives, work standards and internal controls. Analyzing complex situations and adopting effective courses of action.
Preparing, administering and monitoring the department's budget and anticipating budgetary needs, programs and services.
Preparing clear and concise reports, correspondence, policies and other written materials.
Exercising sound independent judgment within general policy guidelines.
Establishing and maintaining effective working relationships with those contacted in the course of the work.

Other Requirements:

Must possess a valid California driver's license.

Desirable Education and Experience:

A typical way to obtain the knowledge and skills outlined above is:
Equivalent to graduation from a four year college or university with major coursework in business or public administration or a related field and four years of supervisory or administrative experience in a child support services setting which has included budget administration, program planning, implementation and administration

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
