Full Job Description

PURPOSE OF POSITION:

A First Deputy Surveyor assists the County Surveyor in managing office and field work related to land surveying and drainage projects, including maintaining and updating records, responding to landowner inquiries, and overseeing ditch construction and maintenance. The role requires proficiency in surveying equipment and software, strong public service skills, and the ability to work both independently and as part of a team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist the County Surveyor in supervising surveying units and managing operations like map checking, street naming, and record-keeping.
Assist with field and office work for land surveying, including establishing, reestablishing, and investigating property boundaries.
Oversee the maintenance of legal drains within the county, including herbicide applications, revitalization, and fertilizing/re-seeding, and review subdivision drainage plans.
Respond to landowner inquiries and complaints, providing assistance, researching records, and communicating with the public and other agencies.
Ensure that the office's records and maps are properly indexed, filed, and maintained in accordance with state requirements.
Provide assistance to contractors on projects to ensure proper completion and may coordinate property addressing and street naming operations.
Acts on behalf of the County Surveyor when delegated or when the Surveyor is unavailable.
Attends meetings, public hearings, and project discussions as required.
Perform related duties as assigned.

JOB REQUIREMENTS:

Education and Experience:

High school diploma or GED required.
Associates Degree or higher in surveying or related field preferred.
Equivalent combination of education, training may be considered.
2+ years of surveying experience, including field and office work.
Professional Land Surveyor (PLS) license preferred or ability to obtain; may vary based on county requirements.

Knowledge, Skills, and Abilities:

Thorough knowledge of surveying principles, practices, standards, and equipment.
Understanding of boundary law, legal descriptions, platting requirements, and county regulatory processes.
Knowledge of drainage laws, stormwater systems, and regulated drain maintenance.
Proficiency with GIS software, CAD programs, and survey data processing software.
Ability to read and interpret construction plans, maps, blueprints, and legal documents.
Strong analytical, mathematical, and problem-solving skills.
Effective communication skills, both verbal and written.
Ability to work independently and lead team members during field and office operations.
Ability to maintain accurate records and prepare professional technical reports.
Ability to interact professionally with government officials, contractors, landowners, and the general public.
Physical ability to work outdoors in varying weather and terrain for extended periods.
Valid driver’s license and ability to operate county vehicles.

DIFFULTY OF WORK:

Work requires advanced knowledge of surveying principles, drainage regulations, and legal land description practices, combined with strong technical proficiency in GIS, CAD, GPS, and survey instrumentation. The incumbent must interpret complex maps, plats, deeds, and engineering documents, apply judgment in resolving boundary and drainage issues, and perform precise calculations under varying field conditions. Work involves coordinating multiple projects, addressing unexpected technical or environmental challenges, and ensuring compliance with county and state regulations while balancing public, contractor, and departmental needs.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

Work involves a combination of office duties and outdoor fieldwork. Field activities require walking long distances, standing for extended periods, bending, lifting and carrying survey equipment weighing up to 50 pounds, and working on uneven, rough, or wooded terrain. The incumbent may be exposed to various weather conditions, including heat, cold, rain, and snow, as well as potential hazards such as traffic, construction sites, and environmental obstacles. Office work is performed in a standard administrative setting involving prolonged sitting, computer use, and interaction with staff and the public. Occasional evening or weekend hours may be required to attend meetings or respond to urgent survey or drainage issues.

Incumbent reports directly to the County Surveyor. The incumbent also acts on behalf of the County Surveyor in their absence and provides technical guidance to staff, contractors, and the public.
