Under the general direction of the Director of Budgeting, the Budget Analyst 4 is a strategic, results-driven position that provides expert level assistance in the development, management and support of budget policy, process, and strategies for the college in order to meet short and long-term financial goals and to assure optimum utilization of resources in compliance with the college's Board of Trustees policies and directives and with rules and regulations of the State of Washington.
This is a classified position reporting to the Director of Budgeting.

Analyze revenue generating budgets for break-even/profitability and advise in the development and monitoring of the fiscal year budget. This should include multi-year strategic budgeting in support of the Director and Vice President.

Assist with the management and improvement of the college's budget framework, including tools, information, education, employee development, evaluating policies and recommending new procedures to maintain compliance, improve efficiencies and streamline business office processes.

Contribute to the development of revenue estimates, cost analysis and allocation methodologies.

Review and verify budget detail for accuracy and compliance in accordance with college policies and procedures, in addition to federal, state and local laws.

Compile and evaluate fiscal data, providing information, identifying potential issues, alerting relevant parties, and taking corrective action and/or recommending resolution options.

Evaluate incoming Grants & Contracts in coordination with Post Award Grant Manager to identify workload & compliance obligations. Determine distribution of workload between the Associate Director role and Budget Analysts to ensure all tasks can be reasonably completed and reviewed to eliminate opportunity for error.

Oversee maintenance of internal tracking spreadsheets, preparation, analysis, and records retention for grant reports, monitoring status and corrections resulting from reconciliation.

Work directly with the budget analysts to review grant-related services to both internal and external customers (Grant PI's, department support staff, awarding agencies) and establish best practices and timelines for adjustments and reporting.

Oversee or complete the preparation of various reports and submissions as required by grantors or government regulatory bodies.

Act as a liaison with the Pre and Post Award Grant Office team.

Assist college budget managers with fiscal oversight, acting as a resource for all aspects of budget monitoring, including projections, status, research and problem solving.

In collaboration with the Director of Budgeting, manage, coach and mentor budget managers and staff to develop analytical skills related to budget planning and development.

Assist with training and guidance on budget planning and execution to enhance college effectiveness and ensure compliance, offering instruction and support. on the college's budgetary tools.

Assist with the development and maintenance of budget control systems and processes that facilitate achievement of college goals, enhance efficiency, and maintain compliance on a foundation of effective internal controls. The system may include provisions for budget revisions and cost transfer requests.

Assist Director of Budget as needed with upload of budgets during FY open and revisions to cover leave.

Analyze college operating budgets and fee generating accounts to maintain alignment with the state allocation, forecasted revenue and college strategy, creating new budgets, preparing budget adjustments and reviewing cost transfers to reflect allocation changes, administrative requests and to provide support at fiscal year close.

Demonstrated experience and competency in providing financial management support, analysis and advice to managers of complex programs or business operations

Proficient in Microsoft Office, and/or Google Applications (including Excel and Google Sheets) and other reporting software to analyze data generate reports at an advanced level

Strong organizational skills with the ability to prioritize, multi-task and meet established timelines

Bachelor's degree in Accounting, Finance, Business Administration, Finance or related field, or equivalent related experience

Washington State Community College or other higher education or government agency budget or accounting experience using a fund-accounting system

Understanding of the state budget development and decision-making processes

Demonstrated work experience performing a variety of budget activities including projections, benefit calculations, and monitoring and tracking revenue and expense

Demonstrated experience in proprietary fund accounting/financial management in the government sector or experience in private-sector financial management
-
Experience in any of the following: Internal service fund management, capital budget and project accounting experience, cost accounting, cost allocation, break-even analysis, rate or price setting

Advanced analytical, organizational and strategic planning skills (included below, but still like to emphasize these skills!)

Experience with PeopleSoft software
Work is typically performed in an office setting and requires using a computer and standard office equipment. Excellent communication skills, both oral and written, are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not a native language.
Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met. Work is performed at Edmonds College and in a variety of local settings.
Positions in this class typically require: operating a computer, communicating, observing and repetitive motions. Exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently to transport, put, install, remove, or otherwise move objects, including the human body.
Salary range 61. Beginning salary is $69,396 - $78,468 annually, with progressive increases to $93,348, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 3 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
