Do you enjoy helping shape projects that improve local communities? Are you curious about how transportation projects move from concept to reality? Gray-Bowen-Scott (GBS) is seeking a Project Analyst to support TRANSPAC and other transportation initiatives that improve mobility throughout the Bay Area.

What is TRANSPAC? TRANSPAC (Transportation Partnership and Cooperation) is the Regional Transportation Planning Committee (RTPC) for Central Contra Costa County. It is composed of elected representatives from the six Central Contra Costa jurisdictions, including the cities of Clayton, Concord, Martinez, Pleasant Hill, Walnut Creek, and the unincorporated area of Central Contra Costa County. TRANSPAC develops transportation plans, programs, and projects that help guide mobility and infrastructure investments throughout Central Contra Costa County.

A Unique Dual-Role Opportunity

This position combines two complementary responsibilities. Approximately half of the role is dedicated to supporting TRANSPAC's board and committee operations, including meeting coordination, agenda and minute preparation, and communications with elected officials and stakeholders. The remaining portion focuses on transportation project and grant administration, supporting funding management, reimbursement requests, reporting, and project implementation activities. This unique opportunity provides exposure to both public agency administration and transportation project delivery.

What will you do for TRANSPAC (Role 1)?

· Draft board, committee, and administrative reports

· Prepare meeting agendas, packets, and minutes

· Coordinate meetings and support public agency processes

· Develop templates, procedures, and administrative tools

· Communicate with elected officials, agency partners, and members of the public

· Assist with research, project tracking, and special assignments

What will you do for transportation projects (Role 2)?

· Support grant setup and funding administration

· Prepare progress reports and reimbursement requests

· Maintain compliance documentation and project records

· Assist with project tracking and delivery support

· Coordinate with public agencies, consultants, and project stakeholders

· Support project closeout activities

In this role, you will have the opportunity to work on many interesting transportation-related projects. Current GBS projects include: Valley Link, a rail project connecting the Dublin/Pleasanton BART station to the Vasco Road ACE station; Bay Area Express Lanes; assisting local cities with grant administration; and, assisting developers with obtaining Caltrans and BCDC permits.

To be successful in the Project Analyst role, you will have a high attention to detail, strong written and verbal communication skills, and be able to adapt to changing priorities.

Skills and Abilities

· Strong professional writing and editing skills

· Detail oriented especially with numbers, logic, and reading comprehension

· Proficient MS Office user, particularly with Word and Excel

· Responsible, owning problems through resolution

· Self-starter

· Organized

· Excellent interpersonal communicator

· Enjoys working as part of a larger team

· Ability to work independently

Experience and Education

· Prior experience working with Board of Directors highly desired

· Experience preparing meeting minutes

· Experience supporting public agencies, local transportation authorities, or local governments is desirable.

· BA/BS preferred
