Full Job Description

The Old Rochester Regional School District and the Massachusetts School Superintendency Union #55 serves students and families in the towns of Marion, Mattapoisett, and Rochester (commonly referred to as the Tri-Town). Our school system consists of one senior high school, one junior high school, and four elementary schools with a total enrollment of approximately 2,300 students. The mission of our school system is to inspire all students to think, to learn, and to care. We are seeking an Assistant Superintendent of Finance & Operations to join our school system to serve our students, families, staff members, and stakeholders.

SUMMARY DESCRIPTION: Under the direction of the Superintendent of Schools, the Assistant Superintendent of Finance & Operations manages and coordinates the business operations and financial functions of the four school districts. In addition, the Assistant Superintendent of Finance & Operations oversees the Finance Department staff including payroll, accounts payable, facilities staff, food services, and contracted operations for pupil transportation. The Assistant Superintendent of Finance & Operations is also a key member of the Superintendents Central Office administration team and system-wide leadership council. It is expected that they will work closely with town officials and town finance departments.KNOWLEDGE, SKILLS AND ABILITIES: Extensive knowledge of school business and finance operations.

Experience with facilities management. Proven ability to work successfully in team settings. Ability to present budget presentations to stakeholders. Excellent oral and written communication and human relations skills.

QUALIFICATIONS: Possesses Massachusetts Department of Elementary and Secondary Education certification as a School Business Manager. Credentialed chief procurement officer. Preferred Masters Degree in a business or finance field. Previous school business administration experience (preferably regional school district work experience).

DUTIES AND RESPONSIBILITIES: - Supervises the fiscal operations of the four school districts using standard accounting and bookkeeping principles and procedures in accordance with policies, rules and regulations, and applicable laws. - Maintains accurate, up-to-date records of accounts receivable, accounts payable, and the financial position of the four school districts in order to ensure that the school districts are able to maintain its operations and remain within fiscal year budgets. - Assists the Superintendent of Schools by preparing annual budget document requests, scheduling departmental pre-budget meetings and others as needed for school districts operations to maintain and improve educational opportunities. - Prepares monthly bi-weekly Payroll and Payables reports, quarterly reports, and other information or documents as requested.

Secures an annual audit of the school district's finances as appropriate and completes DESE End of Year Reports. - Organizes and maintains a system for accurate and complete record-keeping and reporting for all financial records as required by law. - Oversee all school districts purchasing, banking activities, and payroll activities. - Establish, monitor and manage all safety and risk management policies, procedures and practices for the purpose of ensuring a safe environment for employees and students in their use of school facilities and transportation, and to comply with legal requirements (e.g., OSHA, Workers' Compensation, Unemployment).
Oversee the school district's transportation programs, including bus routes, schedules and contracts to ensure that the school district has an adequate and cost-effective student transportation system. - Serve as the chief procurement officer for the school districts. - Manage contracts for services and supplies from outside vendors to include but not be limited to: school transportation companies, audit services insurance policies, plant maintenance contractors, utility providers, food service & school supply suppliers.- Prepare regular financial statements for school committees. - Work with key staff members to ensure that all federal and state entitlements and competitive grants are fully accounted for and used appropriately.
Complete all federal and state compliance reports in a timely manner and advise school principals and central office staff on financial reporting requirements. - Oversee the collection of fees, tuitions, and charges to students and parents and assure the safekeeping and accounting for same. - Performs other related tasks as assigned by the Superintendent of Schools.
