Position Description

Under the administrative direction of the Director of Human Resources, the Assistant Director of Human Resources assists in the department leadership and managerial oversight for the Human Resources department and is responsible for providing leadership and direction to the management and operation of the department by assisting in establishing goals and objectives within policy directives set forth by the City Commission and City Administrator. The incumbent develops, recommends, and implements procedures to accomplish department goals and objectives. The incumbent assists the director in all elements of the Human Resources program including recruitment, examination, selection and placement, position classification, compensation, employee training, benefits, employee relations, employee engagement, employee communications and safety. Work includes frequent contact with the public and departmental officials in communicating Human Resources policies and program operations.

Primary Responsibilities

The Assistant Human Resources Director directly or indirectly manages the performance of members of the Human Resources Team and assists the Director in managing the department budget. The Assistant Director is responsible to assist in the oversight of all city-wide Human Resources programs.

Essential Duties and Responsibilities:

Assists in the establishment of goals and objectives for the City's Human Resource function to ensure compliance with City Commission policy directives and all applicable local, state or federal laws, rules and regulations.
- Assists in planning, coordinating and evaluating the department’s activities, programs and services to ensure effective and efficient operation, consistency and compliance;
- Represents the department at City Commission and other meetings to present the department’s plans, accomplishments and to discuss the development and implementation of programs, policies, etc.;
- Supports EEO functions and employment compliance for the City;
- Supports all ADA functions for employment related matters;
- Responsible for reports to Federal and State agencies;
- Represents the City in various compliance related meetings and hearings.
Serves as a resource on Human Resource policies, interpretations, and instructions.
- Confers with and advises the Human Resources Director, City Commission and Civil Service Commission members, department heads, and employees;
- Researches, proposes and provides advice for new or existing Human Resource policies.
Assists in the administration of and evaluates the effectiveness of fringe benefits programs including pension, health insurance and others.
- Oversees contractors providing services;
- Supports benefit review and negotiations.
Assists with the maintenance of the position classification and pay plan for the City.
- Performs job analysis and recommends changes as necessary;
- Conducts periodic pay and fringe benefit surveys and recommends changes;
- Assists in the coordination of the position evaluation process;
- Oversees employee record maintenance.
Assists the Human Resources Director in employee relations and the administration of the Civil Service system.
- Collaborates to develop policies and procedures for recruitment, testing/examinations, hiring, promoting, transfers, reclassification, suspension, reductions in force, demotion, and discharge functions;
- Serves as a consultant for department heads and supervisors on performance issues including disciplinary action;
- Serves as liaison to the Civil Service Commission and staffs its operational requirements;
- Represents the City at hearings.
In coordination with the director, develops policies and coordinates the development of and implementation of city-wide employee training and development and performance appraisal program/systems.
- Conducts needs analysis and determines appropriate methods and/or tools;
- Ensures participation of employees in safety, cultural diversity, and other training events.
Administers the City’s risk management and safety program.
Using independent judgment provides supervision and leadership to department personnel under the span of control.
- Makes decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control;
- Sets goals and objectives for others to work towards and monitors performance;
- Leads unit in creating and maintaining a positive work environment and fostering effective performance of staff;
- Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for assigned employees;
- Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:

  - Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
  - When potentially unsafe conditions are observed, makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
- Plans the work schedule to meet department demands and to limit overtime costs to reasonable and necessary levels;
- Encourages employee growth and development by providing or encouraging learning opportunities.
Assists the Director of Human Resources in managing the department budget.
- Using independent judgment assists in the development of the department operating budgets for the next cycle;
- Analyzes past expenditures, expected needs, future cost projections and sources of funding in order to develop detailed budgets;
- Reviews year-to-date spending reports and monitors performance against plan during the entire budget cycle, making or recommending adjustments as necessary to achieve a desired balance at the end of the cycle;
- Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job;
- Works to ensure the most cost-effective alternatives are identified when planning expenditures;
- Prepares requests for annual funding and presents requests to decision makers for approval.
Represents the department in a variety of public and professional settings to improve and maintain relationships, explain human resources policies, and promote improved understanding of Human Resource programs.
- Meets with civic leaders, interested groups and individuals to explain and discuss Human Resource functions;
- Prepares news releases pertaining to the Human Resource function;
- Attends community HR related meetings;
- Provides support for regional dispatch, Housing Authority, and other agencies.
Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
- Communications include responsibility for maintaining relationships that are key to the function or the city;
- Plans and carries out communications at a level that can impact the morale and performance of a major work unit;
- Serves a principal role in guiding or executing communications and establishing working relationships that affect the overall city work environment.
Performs other duties and activities as assigned.

Minimum Qualifications

The job requires a bachelor's degree in human resource management, public or business administration, or a related field and at least seven years of progressively responsible experience with a comprehensive personnel system; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Previous experience in public sector human resource management, and PHR or SPHR Certification are preferred.
Knowledge, skills and abilities include:

Knowledge of governmental administrative practices including budgeting, purchasing and policy formulation, and public sector employment issues;
Knowledge of local, state and federal laws, regulations and codes relating to law enforcement activities;
Thorough knowledge of the concepts, theories and principles of human resource administration;
Knowledge of the practices, terminology and requirements of a wide variety of occupations;
Skill in the development and implementation of effective techniques of facilitating and improving human resource processes and ability to provide effective leadership in the development of a comprehensive human resource program;
Skill in the promotion of human resource practices and principles as part of the total management process;
Ability to recognize and resolve human resource problems;
Ability to communicate effectively in both verbal and written forms, and have strong public relations skills;
Ability to select competent personnel and to train them to perform their duties in an effective and efficient manner;
Ability to supervise personnel in a manner conducive to efficient performance and high morale;
Ability to establish and maintain effective working relationships with others.

Physical Demands

Most work is performed in a normal office environment. Work is generally light with considerable variety. Daily work often involves moving between buildings and rooms. Regular driving is required to attend meetings. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines.
Fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
