Full Job Description

NorthStar Safety Inc. provides traffic control and pavement marking services on roads and highways throughout the region. We take pride in the quality of our work, value the safety of our employees, and operate with integrity as a team.

We are currently seeking an experienced and motivated Operations Manager to join our team in West Fargo, ND. This is an in-person leadership role responsible for overseeing the day-to-day operations of our highway and longline pavement marking division, which completes over 100 pavement marking projects annually.

The Operations Manager will oversee operational activities, project execution, estimating, staffing, scheduling, inventory management, and employee leadership for pavement marking operations. This role is ideal for a highly organized leader who thrives in a fast-paced construction environment and is committed to operational excellence, safety, and team development.

Key Responsibilities

Operations & Project Management

Manage day-to-day operational activities, including project scheduling and coordination.
Oversee pavement marking projects from beginning to end, including planning, scheduling, budgeting, and execution.
Ensure all projects are completed efficiently, safely, and on schedule.
Monitor project completion dates to avoid company liability, deducts, or liquidated damages.
Collaborate with interdepartmental teams regarding project progress, billing requirements, and customer communication.

Leadership & Team Management

Lead and manage a crew of approximately 15 pavement marking employees.
Support employee retention, development, and overall team satisfaction.
Lead hiring efforts for seasonal and permanent staff as needed.
Partner with HR on onboarding, employee relations, disciplinary actions, and terminations when necessary.
Conduct 30-day reviews for new hires and annual performance evaluations for production staff and direct reports.

Estimating & Procurement

Lead all pavement marking estimating activities, including:
- Prospecting bidding opportunities
- Maintaining a bid calendar
- Preparing and submitting striping bids
- Following up on bid results
- Managing and maintaining project backlog
Manage daily and weekly procurement needs while following company purchasing processes.
Oversee monthly inventory counts and inventory management processes.

Process Improvement & Compliance

Support implementation of safety standards, operational improvements, and business processes.
Assist in the implementation and management of technology improvements identified by company leadership.
Perform additional duties as assigned by management.

Qualifications

Experience & Requirements

5+ years of relevant experience required
Highway construction or construction office experience preferred
Proven leadership experience with operational management and people leadership
Strong computer proficiency, including Microsoft Office Suite (Excel and Word)
Experience with Bid2Win or similar estimating software preferred
Ability to work independently, prioritize tasks, meet deadlines, and multitask effectively
High level of professionalism and interpersonal skills

Physical Requirements & Work Environment

Office setting
Prolonged periods of sitting and computer work
Must be able to lift up to 15 pounds occasionally
Must be available to work weekends as needed
