TITLE: Hybrid Exceptional Children’s Case Teacher
FLSA STATUS: Exempt
QUALIFICATIONS:
BS/BA degree from accredited institution. License in area of Special Education. Minimum of three to five years experience as an EC teacher (preferred) with SP2 continuing licensure. Specialized training in compliance, regulations, and special education law.
REPORTS TO: Building Principal and/or EC Leadership
JOB GOAL: To ensure compliance and maintain confidentiality of EC records at assigned school site(s).

- Proficiency in computer operations, including Google Workspace (Docs, Sheets, Slides, Gmail) and Microsoft Excel
- Working knowledge of special education law, particularly the Individuals with Disabilities Education Act (IDEA)
- Experience with ECATS (or similar systems) for managing special education documentation and processes
- Demonstrated ability to write measurable, compliant, high-quality Individualized Education Programs (IEPs)
DUTIES AND RESPONSIBILITIES:
- Scheduling, facilitating, and completing various IEP processes, including, but not limited to, initial referrals, eligibility, reevaluations and manifestation determinations
- Completion of required paperwork (i.e. transportation, Medicaid one time consent, etc.)
- Regularly running ECATS reports to monitor timelines and track completion of annual reviews/reevaluations by IEP teams
- Coordinate with direct and related service providers to make sure all students are receiving services
- Schedule monthly department meetings with EC teachers (for all assigned schools) to provide training, guidance and updated information on processes/procedures
- Attends/facilitates annual review meetings by request from school personnel. Otherwise, EC teachers within the school will hold all annual review IEP meetings.
- Ensures completion of IEP draft/ monitors draft for compliance. Communicates noted deficits to responsible team members for correction.
- Reviews and monitors completed documents from IEP team meeting for compliance and ensures errors are corrected immediately.
- Makes arrangements for transition to separate continuum placements and coordinates transportation when needed.
- Performs final compliance check on all IEP documents in ECATS and ensures that documents are filed in the EC folder.
- Ensures completion of quarterly progress reports, ensures that reports are attached to IEP’s, and copies are sent home.
- Collaborates with Compliance Specialist on issues, procedures and guidelines, and follows through with corrective action as needed.
- Maintains accurate EC Child Count roster(s) and turns in verified roster(s) for compliance on designated due date.
- Serves as liaison to interpret parent rights and mediate parent concerns and conflicts.
- Confers regularly with principals, specialists, directors, supervisors, and senior administrators on matters related to EC.
- Attends all Case Teacher professional learning activities.
DUTIES AND RESPONSIBILITIES (TELEWORK COMPONENT):
This position follows a hybrid work schedule, combining in-person responsibilities with designated telework time.
Remote Component:
- Work remotely for 2 days per week to conduct virtual IEP meetings on Tuesdays and Thursdays.
- Telework employees will maintain a comprehensive work log of remote activities on assigned remote days that will be submitted to assigned Compliance Specialist weekly.
- Telework employee will share calendar and phone contact information with assigned Compliance Specialist and Compliance Coordinator.
- During remote days, the employee will be accessible by phone and email during work hours and remain actively logged onto the CCS network. In addition, attendance at the employee’s regularly assigned work place for on-site meetings, conferences, training sessions, and other school business activities may be required on scheduled remote days. Transportation for such attendance is the employees responsibility.
- Be available to attend high profile or challenging IEP meetings in person, in the event they have to scheduled on a Tuesday or Thursday
- 12 month Case teachers work in person during the summer months on the summer schedule and exercise the virtual option during the regular calendar school year.
- Adhere to all district communication and responsiveness standards while working from a remote location.
- Teleworking is the performance of assigned job duties within an employee's job description at an alternative work location via digital or electronic means in accordance with the usual expected standards of performance and all applicable board policies, as well as other specifically assigned telework expectations.
- "Alternative work location" is a worksite other than an employee's regularly assigned workplace, either at their primary residence, or at another suitable location within commuting distance of their regularly assigned workplace from which an employee may be called in to work at their regularly assigned workplace upon reasonably short notice. Second homes or vacation homes in mountain areas or at ocean beaches are not acceptable alternative work locations.
- Telework employees must adhere to the same policies and procedures established for all school system employees. Performance will be monitored and assessed in the same manner as employees working from their regularly assigned work place.
- Telework employees must not deviate from the work schedule that would be expected of them at their regularly assigned work place (including working hours, lunch breaks, etc.) unless specifically authorized to do so by their supervisor. Refusal or inability by a telework employee to work their normal work schedule or complete required tasks will result in the employee taking appropriate leave and may lead to the revocation of the telework agreement.
- Telework employees will coordinate directly with assigned schools to ensure they receive consistent, in-person, hands-on support and guidance.

PHYSICAL REQUIREMENTS:
Possess the visual acuity to work with data and figures, operate a computer, do extensive reading and prepare and present written and oral reports and statistical data.
Must have finger dexterity and be able to physically perform the basic life operational functions of kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
Background check with local and state law enforcement agencies required.
Must possess a valid North Carolina driver’s license.
