Full Job Description

ACC Construction Company, Inc. is seeking a qualified Quality Control Manager (QCM) for a U.S. Army Corps of Engineers (USACE) construction project located at Fort Bragg, North Carolina.

The Quality Control Manager will be responsible for the overall implementation, management, and documentation of the project's Contractor Quality Control (CQC) program. The QCM will work closely with the Project Manager, Superintendent, subcontractors, testing agencies, design team, and USACE representatives to ensure all work complies with contract drawings, specifications, approved submittals, applicable codes, and USACE quality requirements.

This is a full-time, in-person position located at the project site at Fort Bragg.

Primary Responsibilities:

Implement and manage the project-specific Contractor Quality Control (CQC) Plan.

Serve as the primary Quality Control representative for ACC Construction on the project.

Manage and document the USACE Three-Phase Control Process, including Preparatory, Initial, and Follow-Up phases.

Conduct preparatory meetings prior to the start of each definable feature of work.

Perform regular field inspections to verify construction complies with contract requirements.

Review drawings, specifications, approved submittals, RFIs, contract modifications, and other applicable project documents.

Verify that materials and equipment delivered and installed comply with approved submittals and contract requirements.

Coordinate required testing, inspections, special inspections, and manufacturer inspections.

Identify deficient or nonconforming work and ensure corrective actions are completed and documented.

Maintain deficiency and rework tracking logs through final correction and acceptance.

Prepare and submit required daily Quality Control reports and supporting documentation.

Coordinate with subcontractors to ensure quality requirements are understood prior to beginning work.

Participate in USACE progress meetings, quality meetings, coordination meetings, and inspections.

Coordinate required mockups, testing, commissioning activities, and government inspections.

Assist with punch list development and pre-final and final inspections.

Support project closeout, including O&M manuals, warranties, testing documentation, as-built drawings, and other required closeout deliverables.

Maintain complete and organized project Quality Control records.

Work closely with the Superintendent and Project Manager to integrate quality requirements into daily field operations.

Minimum Qualifications:

Current USACE Construction Quality Management for Contractors (CQM-C) certification, or ability to obtain prior to assignment.

Previous construction Quality Control, project management, superintendent, project engineering, or comparable field experience.

Ability to read and interpret construction drawings, specifications, submittals, RFIs, and other contract documents.

Strong knowledge of commercial and/or federal construction means and methods.

Strong written communication, documentation, and organizational skills.

Proficiency with computers and construction project documentation systems.

Ability to effectively communicate with USACE representatives, subcontractors, designers, inspectors, and project management.

Ability to obtain and maintain required access to Fort Bragg.

Must be available to work full-time and in person at the Fort Bragg project site.

Preferred Qualifications:

Previous experience serving as a QCM on USACE construction projects.

Previous federal or Department of Defense construction experience.

Familiarity with USACE quality control reporting and project management systems.

Experience managing the USACE Three-Phase Control Process.

Familiarity with EM 385-1-1.

OSHA 30-Hour Construction certification.

Experience coordinating testing, commissioning, inspections, and project closeout.

Experience managing quality requirements across multiple subcontractors and construction disciplines.

Work Environment:

This is an on-site position and is not remote or hybrid. The QCM will be expected to maintain a regular presence at the Fort Bragg project site during construction operations.

The position requires regular walking and inspection of active construction areas, climbing stairs and ladders as necessary, attending field inspections, and working in typical construction-site conditions.

Compensation:

Competitive compensation will be offered based on the candidate's experience, qualifications, certifications, and previous USACE/federal construction experience.
