Job Description and Profile
The Director of Operations (DOO) supports Rural Nevada Counseling (RNC) by providing executive leadership and oversight of the Agency's operational functions while reporting directly to the Executive Director (ED). The Director of Operations is a key member of the Executive Management Team (EMT) and serves as a strategic leader responsible for ensuring operational excellence, organizational effectiveness, regulatory compliance, and continuous quality improvement throughout the Agency. The Director of Operations fully understands and supports the Agency's Mission, Vision, and strategic initiatives. The Director of Operations provides leadership, direction, and oversight to agency operations including finance, human resources, facilities, information technology, compliance, quality assurance, and administrative support functions. The Director of Operations develops and implements operational strategies that improve efficiency, enhance service delivery, strengthen organizational infrastructure, and ensure the agency remains financially and operationally sustainable. The Director of Operations works collaboratively with the Executive Director, Executive Management Team, Clinical Leadership, and department managers to develop organizational goals, establish operational priorities, and ensure resources are effectively aligned to support the agency's mission. The Director of Operations oversees the day-to-day administrative and operational functions of the Agency by ensuring departments work collaboratively, policies and procedures are consistently implemented, and operational objectives are achieved. The Director of Operations provides leadership in organizational planning, performance improvement, risk management, facilities management, financial oversight, technology initiatives, and regulatory compliance while ensuring the Agency meets all applicable federal, state, local, and accreditation standards. The Director of Operations serves as a trusted advisor to the Executive Director by providing operational analysis, recommending organizational improvements, identifying operational risks, and implementing solutions that strengthen Agency performance. The Director of Operations promotes a culture of accountability, collaboration, transparency, and continuous improvement while mentoring department leaders and supporting employee engagement throughout the organization.

Duties and Responsibilities
Director of Operations (DOO):
· Provides executive leadership and direction for the agency's operational departments and administrative functions.
· Oversees the daily operations of the agency to ensure efficient, effective, and compliant delivery of services.
· Develops, implements, and evaluates operational strategies that support the Agency's Mission, Vision, and strategic objectives.
· Serves as a member of the Executive Management Team (EMT) and participates in executive planning, policy development, and organizational decision-making.
· Collaborates with the Executive Director to establish annual organizational goals, operational priorities, and performance measures.
· Provides direct supervision, leadership, coaching, and performance management to department managers, and administrative leadership.
· Ensures agency policies, procedures, and operational standards are consistently implemented across all locations.
· Oversees Agency compliance with federal, state, local, grant, contractual, and accreditation requirements.
· Directs organizational quality improvement initiatives and monitors operational performance indicators to promote continuous improvement.
· Oversees Agency facilities, fleet management, maintenance, safety, security, and emergency preparedness programs.
· Oversees the Agency's financial operations through direct supervision of the Finance Manager, providing strategic direction for budgeting, financial planning, expenditure management, and stewardship of Agency resources.
· Provides oversight of purchasing, vendor management, contracts, and procurement activities.
· Provides executive oversight and direct supervision of the Human Resources Manager to ensure effective workforce planning, recruitment, employee retention strategies, succession planning, employee development, and organizational growth initiatives.
· Oversees information technology systems, cybersecurity initiatives, telecommunications, and operational technology improvements.
· Develops and monitors organizational policies, workflows, and business processes to improve efficiency and service delivery.
· Monitors operational risks and implements strategies to reduce liability, improve compliance, and strengthen internal controls.
· Coordinates operational support for new programs, service expansions, grants, and organizational initiatives.
· Oversees Agency insurance programs, business licenses, facility certifications, and operational regulatory requirements.
· Develops performance dashboards and operational reports for the Executive Director and Board of Directors.
· Ensures effective communication and collaboration between operational departments and clinical leadership.
· Represents the Agency in meetings with community partners, vendors, contractors, regulatory agencies, and funding organizations as assigned.
· Serves as the operational lead during emergencies, business continuity events, and disaster response activities.
· Recommends organizational improvements that enhance efficiency, employee engagement, client satisfaction, and fiscal sustainability.
· Monitors cost reporting, and CCBHC data compliance/submission.
· Promotes a culture of accountability, professionalism, customer service, innovation, and continuous quality improvement throughout the Agency.
· Oversees operational readiness for CCBHC/ BHCEN certification and audits reviews.
Employee Relations:
· Provides leadership, direction, and support to department managers and supervisors to promote a positive, collaborative, and mission-driven workplace culture.
· Directly supervises and provides guidance, coaching, mentoring, and professional development support to the Finance Manager, Human Resources Manager, Site Supervisors, and Operations Manager.
· Establishes clear performance expectations, monitors leadership effectiveness, and ensures managers are held accountable for achieving departmental goals and agency objectives.
· Conducts timely and objective performance evaluations for direct reports, establishes professional development goals, and supports continuous improvement initiatives.
· Provides guidance and oversight regarding employee performance concerns, corrective actions, progressive discipline, and conflict resolution while ensuring fairness, consistency, and confidentiality.
· Reviews and monitors Performance Improvement Plans (PIPs) and ensures appropriate support, follow-up, and accountability measures are implemented.
· Supports the Human Resources Manager in the development and implementation of employee engagement initiatives, retention strategies, training programs, and leadership development efforts.
· Promotes effective communication throughout the Agency through leadership meetings, department meetings, one-on-one discussions, and organizational feedback opportunities.
· Serves as a resource and advisor to managers and employees by addressing workplace concerns, resolving conflicts, and promoting a respectful and productive work environment.
· Ensures supervisors and managers have the tools, resources, and training necessary to effectively lead their teams and meet organizational expectations.
· Supports recruitment, selection, onboarding, and retention efforts by ensuring departments maintain appropriate staffing levels and qualified personnel.
· Encourages cross-department collaboration and teamwork among leadership, administrative, and clinical teams.
· Recognizes employee contributions and promotes a culture of appreciation, accountability, professional growth, and continuous learning.
· Ensures confidentiality and ethical handling of employee information, personnel matters, and sensitive organizational issues.

Education, Qualifications and Experience
· Master’s degree in Business Administration (MBA), Healthcare Administration (MHA), Public Administration (MPA), or a related field preferred but not required.
· Minimum of seven (7) years of progressively responsible experience in operations management, healthcare administration, nonprofit management, behavioral health, or human services leadership required.
· Minimum of five (5) years of experience in a leadership or management role with responsibility for supervising managers, directors, or multidisciplinary teams required.
· Experience overseeing multiple administrative functions including finance, human resources, facilities, compliance, information technology, and organizational operations preferred but not required.
· Experience working in a Certified Community Behavioral Health Clinic (CCBHC), community mental health, healthcare, or human services environment preferred but not required.
· Demonstrated experience developing and implementing operational strategies, policies, procedures, and process improvement initiatives.
· Demonstrated experience managing organizational budgets, financial performance, resource allocation, and operational planning.
· Experience partnering with executive leadership to support strategic planning, organizational growth, and mission-driven initiatives.
· Experience managing regulatory compliance requirements, contracts, audits, accreditation standards, and governmental or grant-funded programs preferred.
· Experience with human resources operations including recruitment, employee relations, workforce planning, retention strategies, and performance management.
· Experience leading change management efforts and implementing organizational improvements in a complex environment.
· Experience working collaboratively with clinical leadership, administrative departments, community partners, and external stakeholders.
· Strong knowledge of nonprofit operations, healthcare administration, and organizational sustainability practices preferred but not required.
· Ability to interpret and apply federal, state, and local regulations, contractual obligations, and funding requirements.
· Demonstrated ability to manage confidential information and exercise sound professional judgment.
· Proven ability to build and maintain effective relationships with employees at all levels of the organization.
· Proven ability to lead, motivate, and develop high-performing teams while promoting accountability and employee engagement.
· Valid driver’s license with an acceptable driving record required.
· Ability to travel between agency locations and community sites as needed.
· Must successfully complete required background checks and comply with all Agency employment requirements.
