Full Job Description

Job Summary

Compliance Occupancy & Recertification (COR) Specialist is responsible for ensuring that all assigned properties operate in full compliance with applicable housing regulations. This role manages the full scope of occupancy and recertification processes, including new leases, annual and interim recertifications, and regulatory reporting. The COR Specialist partners closely with Property Managers and plays a key role in maintaining program compliance and supporting overall property operations.

Key Responsibilities

Including but not limited to:

Process initial, annual, and interim recertifications, including retroactive rent calculations, in compliance with HUD, LIHTC, and Fair Housing regulations.
Ensure full compliance with Section 42 LIHTC requirements, HUD programs, RAP, DECD, and voucher programs (project-based and tenant-based).
Perform and verify income calculations, rent determinations, and eligibility reviews using HUD and LIHTC guidelines.
Maintain accurate and audit-ready tenant files and documentation (electronic and physical).
Communicate regularly with residents to collect required documentation, explain program requirements, and respond to compliance-related questions.
Monitor and track recertification timelines and deadlines to ensure timely processing.
Coordinate and review EIV reports, criminal background checks, and credit screenings.
Support Management and Occupancy Review (MOR) preparation and compliance audits.
Provide guidance and training to site staff on occupancy, recertification, and compliance-related matters.
Assist with rent collections, delinquency tracking, and notices as needed.
Ensure adherence to VAWA, Affirmative Fair Housing, and all applicable federal, state, and local regulations.
Participate in ongoing professional development and required compliance training (HUD, LIHTC, CHFA, DOH, NCHM, etc.).
Perform other duties as assigned by management.

Education, Experience & Qualifications

Bachelor’s Degree in Business, Real Estate, Social Work, or a related field required.
Minimum of 3 years of experience in affordable housing compliance, occupancy, or recertification (HUD and/or LIHTC programs).
Required industry certifications: COS (Certified Occupancy Specialist) and TCS (Tax Credit Specialist) or equivalent.
Strong working knowledge of HUD, LIHTC, Fair Housing, and affordable housing compliance regulations.
Experience with income certification, rent calculations, and eligibility determinations.
Proficiency in Microsoft Office (Word, Excel, Outlook).
Experience with property management software (e.g., RealPage, Yardi, Boston Post) preferred.
Strong attention to detail, organizational ability, and accuracy in file management.
Excellent communication and interpersonal skills with a customer-service mindset.
Ability to manage multiple priorities and meet strict deadlines in a fast-paced environment.
Ability to work both independently and collaboratively.

Pay: $25.00 - $28.00 per hour
