Summary

This position is located with Bonneville Power Administration, in the Work Planning & Evaluation (TFAW), and Construction and Maintenance Services (TFH), Transmission Field Services (TF), Transmission Services (T).

A successful candidate in the Work Planner Scheduler position will serve as a Central Work Planner Scheduler responsible for providing centralized, coordinated, system-wide work planning, scheduling and evaluation services.

Power the Pacific Northwest: Lead Grid Reliability and Strategic Operations as a Work Planner Scheduler
The Bonneville Power Administration (BPA) is at the forefront of delivering clean, reliable, and sustainable energy to millions of people across the Pacific Northwest. As a Work Planner Scheduler, you will play a pivotal role in keeping the regional high-voltage transmission system safe, efficient, and resilient. Serving as a recognized operational expert, you will orchestrate large-scale maintenance and capital work plans, strategically manage critical system outages, and ensure our field forces are deployed with precision. If you are a proactive individual who thrives on solving complex logistics, balancing competing priorities, and driving operational excellence across a critical infrastructure network, this position offers an unparalleled opportunity to make a lasting impact.

As a Work Planner Scheduler, you will:

System-Wide Master Planning: Analyze and formulate system resource needs (people, materials, and equipment) to accomplish the work plan using input from various departments and stakeholders.
Cross-Functional Stakeholder Alignment: Collaborate with program managers, Senior Managers, District Managers and/or District Supervisors on interpretation of regulations pertinent to systems development efforts or program Operations.
Adaptive Real-Time Scheduling: Modify and adjust work plans and resources as necessary to respond to system conditions, marketing considerations, customer concerns, construction delays, system emergencies, and other factors impacting initial plans.
Performance Metrics & Executive Reporting: Monitor, track, and report work plan and scheduling accomplishments throughout the year against agency targets and goals. Deliver briefings or presentations across work levels or organizations involving significant or controversial issues such as recommendations affecting utilities maintenance and construction programs.
Workforce Capacity & Strategic Sourcing: Prepare and present results, alternatives, and recommendations to support business decisions, to manage work planning schedules, and to mitigate potential risks to assigned major or multi-year projects.
Process Modernization & Continuous Improvement: Identify and develop solutions to broad, complex work planning and scheduling issues and problems. Identify, design, develop, and implement efficient methods to deliver resource and work planning products and services.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service.

Specialized experience for this position is defined as:1) Performing business management work (e.g., budgeting, contracting, identification of manpower requirements) to conduct work planning and scheduling activities; AND 2) developing solutions for work planning and scheduling issues and problems in order to deliver resource and work planning products efficiently.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
