Bachelor’s degree or education and training equivalent to four (4) years of college education in accounting, financial management, business or a closely related field, supplemented by five (5) years of accounting and/or revenue collection experience.
Valid South Carolina driver’s license

The Utility Finance Manager, under limited supervision, manages and supervises the daily billing, customer service and revenue collection activities, as well as supervision of the reading of water meters, and accurate recording of water consumption to facilitate proper billing as required for the City’s Utility Finance Division. The Utility Finance Manager also performs related professional, supervisory, administrative and technical work as assigned. The Utility Finance Manager plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences. Work includes professional financial coordination, accounting, billing, collection, and reporting tasks, coordination and supervision of meter reading activities, the provision of professional customer service, as well as the supervision of the Billing & Customer Service Supervisor and customer service clerks, and Meter Services Superintendent and meter technicians. The Utility Finance Manager reports to the Marketing, Communications & Municipal Services Director for billing and collections, and all matters pertaining to customer service clerks, the Billing and Customer Service Supervisor, and assigned duties, and to the Utility Planning and Economic Development Director for all matters pertaining to meter technicians, the Meter Reader Superintendent, and assigned duties.
