Full Job Description

GENERAL DESCRIPTION:

Assisting the Chief of Police in the overall leadership and direction of the Police Department. Providing day-to-day oversight and leadership of Community Operations, Investigations, or Administration and Support Operation activities, and/or other duties as directed by Chief of Police. Reports to the Chief of Police. Initially, work involves providing planning, management and administrative direction for all activities related to establishing a City of Florida City Police Department.

ESSENTIAL JOB FUNCTIONS: This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

Responsible for the pursuit, apprehension, and arrest of law violators or suspected law violators.

The Deputy Chief of Police is responsible for the day-to-day management of various commands and activities as assigned. The Deputy Chief of Police directly supervises the Police Majors, certain equivalent level positions and other staff as assigned. This position description provided a statement of the primary responsibilities and functions of the position. Responsibilities may be personally performed by the Deputy Chief but the conduct and implementation of these responsibilities are generally assigned to subordinate staff. However, the Deputy Chief is responsible and accountable for the correct and effective leadership of these areas.

Responsible for establishing, implementing and managing procedures and mechanisms for the effective and efficient provision of services in keeping with legal requirements, ethics and professional standards, police department missions, values, and goals. Recommends goals and specific objectives for the delivery of services and the internal management of the department.

Monitors, evaluates and proposes new and existing programs to ensure optimum service delivery within available resources.

Responsible for the day to day administrative management of the department including establishing and implementing internal procedures to appropriately carry out City and departmental policies and procedures; oversees purchasing and financial tractions; overseeing departmental implementation of personnel programs, policies and procedures; overseeing, coordinating and taking personnel actions as delegated by the Chief of Police.

Responsible for developing means and methods to identify community issues and for developing and managing programs to address community needs, including law enforcement, criminal investigations, order maintenance, and community crime prevention concerns.

Develops mechanisms to ensure a close community police partnership in identifying and resolving community/neighborhood problems. Meets with community groups and others to facilitate close working relationships. Responsible for the planning, coordination and development of special programs to address department and community needs, may oversee project development and implementation activities; responsible for monitoring special programs, as well as various operations of the Police Department to ensure effectiveness.

Develops programs that enhance the effective operation of the department. Responsible for establishing and monitoring various personnel programs to establish and meet standards of performance. This responsibility includes developing and managing a sound and effective employee relations and staff development program; establishing effective communications with employees; encouraging team building approaches; effective employee participation in program development; and the establishment and implementation of performance standards.

Maintains a close working relationship with the Chief of Police and subordinate personnel. Coordinates the activities of the Police Department and its operations with other criminal justice and governmental agencies.

May serve as the acting Chief of Police in the Chief's absence and when so directed by the Police Chief.

May represent Department at functions as directed by the Chief. Performs a variety of special assignments as required.

Perform related duties as required.

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities: Comprehensive knowledge of modern leadership philosophies and methods as applied to local law enforcement administration. Comprehensive knowledge of modern law enforcement requirements, programs and activities, including research and analysis methodologies. Comprehensive knowledge of department policies and procedures of the department. Comprehensive knowledge of pertinent federal and state laws and municipal ordinances.

Ability to be an effective leader.

Ability to establish effective working relationships with staff, City officials, and the public.

Ability to comminute effectively both orally and in writing.

Ability to establish and implement effective administrative and management programs and procedures.
Ability to establish and implement effective and progressive law enforcement programs.

Ability to establish and implement effective community relations programs.

Ability to establish and implement effective employee relations and staff development programs.

Leadership ability.

Ability to analyze complex police problems and issues and to adopt effective and reasonable courses of action with due regard to surrounding hazards and circumstances.

Education & Experience Requirement: Bachelors degree from an accredited college or university with major coursework in Public Administration or a related field, Master degree preferred; and fifteen (15) years of progressively responsible experience in Police Administration, including a minimum of eight (8) years of supervisory experience. FDLE Certification required.

Must be able to stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk, and run. Must be physically fit and able to defend one’s self from attack or physical assault. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergencies, unusual or dangerous situations, or in situations in which working speed and sustained attention are make or break aspects of the job. The worker may be subject to danger or risk to a significant degree, or to tension as a regular, consistent part of the job. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.

The noise level in the work environment is moderately quiet. Work is performed in an office setting within a controlled environment and occasionally in the field. Must be able to pass a Police Dept. background, drug/alcohol screening. EOE/DFWP
