Full Job Description

Seminole State College of Florida is seeking a strategic and collaborative procurement leader to serve as our Director of Procurement. This position oversees the College's purchasing, mail services, and centralized receiving operations while ensuring compliance with applicable federal, state, and College regulations.

The Director of Procurement plays a key role in supporting the College's mission by leading procurement initiatives, managing competitive solicitations, overseeing construction-related purchasing activities, and developing strong partnerships across the institution and with external vendors.

What You'll Do

Lead and oversee all procurement, purchasing, mail, and centralized receiving operations.
Ensure compliance with federal, state, and College procurement regulations and policies.
Manage procurement activities for construction, renovation, and remodeling projects.
Direct formal competitive solicitation processes, including Invitations to Bid (ITBs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and related procurement methods.
Oversee public-private partnership solicitations and cooperative purchasing programs.
Supervise, mentor, and develop procurement staff.
Review, negotiate, and monitor vendor contracts and supplier performance.
Collaborate with Legal Affairs on contractual agreements and maintain the College's contract management system.
Prepare reports and agenda items for the District Board of Trustees and assist with presentations as needed.
Develop and maintain procurement policies, procedures, and quality standards.
Deliver training and guidance to College employees regarding purchasing procedures and internal controls.
Monitor and submit required procurement reports, including state and federal reporting requirements.
Manage departmental budgets, strategic initiatives, and continuous improvement efforts.
Maintain effective relationships with internal stakeholders, vendors, and external partners.

Required Qualifications

Bachelor's degree from a regionally or nationally accredited institution.
Five (5) years of professional procurement or purchasing experience.

Preferred Qualifications

Master's degree from a regionally or nationally accredited institution.
Three (3) years of progressively responsible supervisory or management experience in procurement.
Three (3) years of procurement experience within higher education, government, or another public-sector environment.
Experience using ERP systems such as PeopleSoft, Ellucian, Jenzabar, SAP, or similar platforms.
Experience managing federal or state grant-funded purchases.
Professional procurement certification such as CPM, CPPM, CPPO, CPPB, or equivalent.
