THE SCHOOL BOARD OF MANATEE COUNTY

Local Title: FISCAL ANALYST, FOOD AND NUTRITION SERVICES

State Title: Fiscal/Budget Analyst

JOB DESCRIPTION

JOB GOAL:

Under the direction of an assigned supervisor, performs fiscal work in budget development, control, analysis and review of revenues and expenditures; maintains and reviews financial records and accounts in a variety of areas.

QUALIFICATIONS:

Associates Degree in Accounting or Business from an accredited educational institution.

Minimum of three (3) years of progressively responsible experience in governmental accounting or financial analysis, preferably within a similar educational institution. Government experience is preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of general accounting principles. Basic understanding of sound business management. Knowledge of applicable laws, rules, policies, and procedures. Knowledge of automated business systems. Skill in using spreadsheets and technology. Ability to communicate effectively and clearly, both orally and in writing. Ability to work independently. Strong analytical skills. Ability to meet deadlines with time constraints.

Supervisor, Business and Technology, Food and Nutrition Services

SUPERVISES:

N/A

PERFORMANCE RESPONSIBILITIES:

Perform specialized and technical work in the development, maintenance, and analysis of budgets; prepare and distribute funding allocations to appropriate programs; and assure that financial activity complies with state and federal regulations.

Maintain knowledge of awareness of U.S.D.A. resource management regulations and practices.

Complete weekly, monthly and annual reports in a timely and accurate manner and maintain appropriate records.

Monitor budget expenditures and keep administrators current regarding spending levels and budget activity; monitor and approve program funding transfers as assigned; and assure expenditures are charged against proper accounts.

Maintain appropriate internal controls and audit trails in accordance with District policies, legal requirements and generally accepted accounting principles.

Prepare financial projections and forecasts for funding and expenditure levels for various programs.

Communicate with District personnel and outside agencies to exchange information and resolve issues or concerns related to fiscal activities, program operations, and budget rules, regulations, and procedures.

Analyze income/expenditures data to determine cost effectiveness of programs, purchases, and activities.

Prepare statistical and analytical reports for administrators as requested.

Respond to inquiries and concerns from administrators, personnel, vendors and others concerning assigned accounting area and provide specialized information concerning the application of complex law, rules, and regulations in a timely manner, through effective communications.

Set up special project budgets.

Assist in the position control process by verifying budget for requested positions.

Keep abreast of such requirements as labor contracts, accounting standards, audit findings, budget changes, and federal and state reporting standards.

Keep supervisor informed of activities in area of assignment.

Attend state and regional meetings to keep well informed about current trends and practices.

Ensure adherence to good safety standards.

Maintain confidentiality regarding school/workplace matters.

Model and maintain high ethical standards.

Represent the District in a positive and professional manner.

Demonstrate support for the school district and its goals and objectives.

Follow federal and state laws as well as School Board policies, rules, and regulations.

Demonstrate support for the District and its goals and objectives.

Participate successfully in the training programs offered to increase skill and proficiency related to assignment.

Perform other tasks consistent with the goals and objectives of this position.

Other duties as assigned.

PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.

EVALUATION:

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
