The Communications, Information & Technology Department (CITD) is seeking a full-time IT Senior Software Developer to support the Miami‑Dade Public Library System’s enterprise application environment. The incumbent in this position will be responsible for overseeing the design, development, integration, and maintenance of internal applications and services that are not met by commercially available products, working primarily within the Microsoft and Azure ecosystems to support mission‑critical applications across more than 50 library locations serving residents countywide.
Essential Job Duties
Designs, develops, tests, implements, and supports enterprise solutions for internal Library applications, including document capture, workflow automation, system integrations, and cloud‑enabled services.
Develops and maintains scalable web applications utilizing C#, ASP.NET Core, Blazor, RESTful APIs, and related Microsoft web technologies.
Administers, optimizes, and maintains cloud‑based data and application services within the Microsoft Azure ecosystem, including (as applicable) Azure Data Factory, Azure Storage, SQL Server, Power Apps, and Microsoft Fabric.
Develops and maintains integrations between on‑premises systems and cloud environments, including data synchronization, transformation, normalization, and quality assurance processes.
Utilizes Azure DevOps or similar tools to manage source control, work items, and CI/CD pipelines for application and data deployment and integration processes.
Participates in portfolio and project management activities for technology initiatives supporting the Library Department, ensuring alignment with business objectives, timelines, and available resources.
Implements and monitors data governance standards, security controls, and compliance measures to protect sensitive information and ensure system integrity.
Troubleshoots complex application, integration, and data issues, performs root‑cause analysis, and implements corrective actions in coordination with technical staff and vendors.
Collaborates with Library and CITD staff to gather and analyze business requirements, translate them into technical solutions, and provide technical guidance and recommendations.
Preferred Qualifications
Hands‑on, production‑level experience with Microsoft Azure services, such as Azure Data Factory, Azure Storage, Azure DevOps, and related data integration tools.
Experience with Microsoft Fabric, Power Apps, and SQL Server–based data environments.
Experience designing and maintaining applications and services that synchronize data and content between on‑premises systems, external SaaS platforms, and Microsoft Azure.
Experience with data cleansing, normalization, transformation, and migration from legacy systems.
Experience implementing and supporting data security best practices, data governance policies, and compliance controls.
Experience working in Agile and/or DevOps environments.
Demonstrated proficiency with some or all the following technologies and tools:
- ASP.NET Core; Blazor; ADO.NET; Entity Framework; .NET Framework and .NET Core
- HTML5/CSS and responsive UI design
- JavaScript and/or TypeScript and modern UI frameworks
- MVC architecture
- Web services, XML, JSON, and RESTful APIs

Professional experience in application development and support in an enterprise environment, including maintaining production business applications.
Professional experience with Microsoft development technologies, including C# and the .NET platform.
Professional experience working with relational databases (e.g., SQL Server), including writing queries and stored procedures and performing data analysis.
Experience supporting or integrating applications in a cloud environment, preferably Microsoft Azure.
Experience analyzing business requirements, documenting technical specifications, and delivering solutions in collaboration with functional stakeholders.
Experience troubleshooting and resolving complex application or integration issues in a production environment.Experience working in a public sector, library, or similar multi‑location service environment is highly desirable.
