Full Job Description

Position Summary

The Renewable Energy Construction Manager – Owner's Representative serves as the owner's on-site leader responsible for overseeing the safe, timely, and successful execution of utility-scale solar PV, wind, and energy storage construction projects. Acting as the owner's representative, this role ensures EPC contractors, subcontractors, and vendors deliver work that meets contractual obligations, quality standards, budget requirements, and project schedules.

The Construction Manager provides field leadership from pre-construction through commissioning and project closeout while protecting the owner's interests in all aspects of project execution.

Key Responsibilities

Project Leadership

Represent the owner's interests throughout all phases of construction.

Serve as the primary on-site liaison between the owner, EPC contractor, engineers, consultants, landowners, utilities, and regulatory agencies.

Lead field execution activities to achieve project safety, quality, schedule, and budget objectives.

Coordinate daily construction activities across multiple disciplines.

Facilitate regular project meetings, progress reviews, and owner updates.

Construction Oversight

Monitor EPC contractor performance and ensure compliance with contract requirements.

Verify construction activities conform to approved engineering drawings, specifications, permits, and industry standards.

Review contractor work plans, schedules, and staffing plans.

Identify project risks and implement mitigation strategies.

Monitor procurement status and delivery of major equipment.

Coordinate construction sequencing to minimize delays.

Safety Management

Promote a zero-incident safety culture.

Verify contractor compliance with OSHA and project-specific safety requirements.

Participate in safety meetings, audits, inspections, and incident investigations.

Stop work when unsafe conditions or practices are identified.

Ensure corrective actions are implemented promptly.

Quality Assurance & Quality Control

Monitor contractor QA/QC programs.

Conduct field inspections of civil, mechanical, structural, electrical, and commissioning activities.

Review inspection reports, punch lists, and quality documentation.

Verify testing procedures and acceptance criteria are achieved.

Ensure deficiencies are corrected before project acceptance.

Schedule & Cost Management

Review baseline and recovery schedules.

Monitor project progress against milestones.

Evaluate schedule impacts and recommend corrective actions.

Review contractor payment applications and validate completed work.

Track change orders and assist in evaluating cost and schedule impacts.

Support forecasting of project expenditures.

Contract Administration

Monitor contractor compliance with contractual obligations.

Document field issues and maintain daily construction reports.

Assist with Requests for Information (RFIs), submittals, non-conformance reports (NCRs), and change management.

Support dispute avoidance and claims resolution.

Commissioning & Closeout

Coordinate turnover from construction to commissioning.

Verify completion of mechanical and electrical systems.

Support startup and operational testing.

Manage punch list completion.

Verify delivery of as-built drawings, O&M manuals, warranties, and turnover documentation.

Support final project acceptance and commercial operation.

Required Qualifications

Bachelor's degree in Engineering, Construction Management, or a related technical discipline (or equivalent experience).

7–15+ years of construction management experience.

Minimum 5 years managing utility-scale renewable energy projects.

Experience representing owners, developers, EPC contractors, or independent engineering firms.

Demonstrated experience with utility-scale solar PV (50 MW+) and/or wind projects.

Strong understanding of civil, structural, mechanical, and electrical construction practices.

Experience with commissioning and project turnover.

Ability to read engineering drawings and technical specifications.

Knowledge of OSHA regulations and construction safety practices.

Strong leadership, negotiation, and communication skills.

Proficiency with Microsoft Office, Primavera P6 and/or Microsoft Project, Procore, Bluebeam, and document management systems.

Preferred Qualifications

OSHA 30-Hour Construction certification.

Experience with battery energy storage systems (BESS).

Experience managing multiple concurrent utility-scale projects.
