Impact Development Fund (IDF) is a community-based nonprofit 501(c)(3) organization with a mission to create economic opportunity by delivering flexible capital to strengthen underserved communities. IDF’s primary focus is providing direct capital to support affordable housing development, preservation, energy efficiency improvements, and homeownership opportunities. As a certified Community Development Financial Institution (CDFI), IDF partners with public and private stakeholders, including lenders, foundations, municipalities, and the Colorado Housing and Finance Authority (CHFA), to expand access to affordable financing opportunities.
IDF is seeking a Licensed Retail Loan Specialist to directly support the organization’s expanding consumer lending activity and contract program eligibility processing. This position is responsible for originating, processing, packaging, and coordinating residential mortgage and down payment assistance loans. The Retail Loan Specialist serves as a key point of contact for borrowers, lending partners, settlement agents, and program administrators to ensure timely and compliant loan origination and closing.
Program Eligibility and Client Support
· Assist applicants through program application and document intake processes via online portals, phone, email, and other communication channels.
· Determine eligibility for retail mortgage including CHFA specialized mortgage loans and down payment assistance loans.
· Collect, review, and verify income, asset, employment, and occupancy documentation required for program qualification.
· Provide guidance to borrowers regarding program requirements, loan documentation, and timelines.
· Prepare eligibility recommendation packages for internal review and external program partners.
Mortgage Loan Originating
· Originate portfolio first mortgage loans, CHFA specialized mortgage loans, and down payment assistance loans in accordance with program guidelines.
· Review borrower files to ensure compliance with program eligibility requirements, income limits, purchase price limits, and underwriting standards.
· Coordinate with participating lenders, housing counselors, real estate professionals, and other stakeholders throughout the loan process.
· Maintain current knowledge of all IDF loan programs, lending requirements, and affordable housing initiatives.
Retail Loan Processing and Underwriting
· Perform application intake, file preparation, and document review for completeness and accuracy.
· Coordinate with applicants, loan officers, settlement agents, insurance providers, capital providers, and other stakeholders to obtain required documentation.
· Review applications for compliance with established lending and program guidelines.
· Prepare and distribute required disclosures, notices, and loan documentation.
· Support underwriting by analyzing documentation and identifying conditions needed for approval.
· Ensure files meet investor, regulatory, and program-specific requirements before closing.
Loan Closing and Funding
· Coordinate all aspects of loan closing with borrowers, title companies, settlement agents, and funding partners.
· Prepare and distribute loan closing packages, including promissory notes, deeds of trust, covenants, affordability restrictions, and other program-specific documents.
· Review final closing packages for accuracy and compliance.
· Prepare funding requests and disbursement documentation and coordinate loan funding activities.
Reporting and Compliance
· Review and audit pre-closing and post-closing loan files for completeness and regulatory compliance.
· Assist with preparation of production reports, portfolio reports, and program performance metrics.
· Maintain compliance with federal, state, investor, CHFA, and organizational requirements.
· Support internal and external audits as requested.
· Promote equitable access to lending opportunities and affordable housing programs.
· Ensure consistent application of underwriting and eligibility standards across all applicants.
· Adhere to fair lending principles and organizational policies designed to prevent discrimination.
· Participate in annual compliance, fair lending, anti-money laundering (AML), and information security training.
· Assist borrowers in understanding loan products, disclosures, and program requirements while maintaining compliance with consumer protection regulations.
Confidentiality and Data Security
· Maintain strict confidentiality of borrower, client, investor, and organizational information.
· Adhere to all privacy, cybersecurity, and information security policies and procedures.
· Protect non-public personal information in accordance with federal and state privacy regulations.
· Immediately report suspected security incidents, data breaches, fraud, or unauthorized disclosures.
General
· Carry out routine office activities such as office phone call intake, copying, mailing, proofreading, filing, and assisting with conference facility arrangements, special correspondence, etc.
· Work as “One Team” and provide backup support as needed to other area of the organization. Represent IDF in the community including building strong working relationships with community partners including other CDFIs, non-profits and foundations, CHFA, and municipalities. All employees are responsible for customer and client inquiry routing (phone, emails, mail, deliveries, etc.).

Qualifications Required
· Minimum 2 years of mortgage loan processing, underwriting support, loan origination, or affordable housing lending experience.
· Knowledge of residential mortgage lending practices and documentation requirements.
· Experience reviewing income, asset, credit, and underwriting documentation.
· Strong organizational skills and attention to detail.
· Excellent verbal and written communication skills.
Preferred
· Working knowledge of mortgage products, down payment assistance programs, and homebuyer assistance programs.
· Familiarity with CHFA, Fannie Mae, Freddie Mac, and community lending program requirements.
· Understanding of HMDA reporting, fair lending monitoring, and quality control practices.
· Familiarity with affordable housing programs, CDFIs, community lending initiatives, and municipal housing programs.
· Complete all requirements necessary to maintain Mortgage Loan Originator license with the State of Colorado.
· Complete and maintain registration with the National Mortgage Licensing System.
· Complete continuing education as required.
· Maintain current Surety Bond and Errors and Omissions insurance coverage
· Experience with Calyx Point or similar loan origination systems.
· Bilingual skills preferred but not required.
Work Environment

· Frequent interaction with borrowers, lenders, housing partners, title companies, governmental agencies, and community stakeholders.
· Periodic attendance at meetings, training, conferences, outreach events, community events, and partner locations may be required.
· The position may involve managing multiple deadlines and priorities in a fast-paced lending and compliance environment.
· Occasional travel within Colorado may be required to attend meetings, trainings, or represent the organization at community events.

Pay: $60,000.00 - $95,000.00 per year
