Full Job Description

Description:

POSITION DESCRIPTION:

Responsible for overseeing and directing FHC's financial operations, including payroll support, accounts payable, purchasing, cash receipts processing, procurement administration, and related internal controls, in alignment with organizational goals and objectives. Assists in the development and administration of the annual operating budget and maintains departmental policies and procedures. Prepares, reviews, and maintains related accounting entries, reconciliations, journals, and financial reports to ensure accuracy, compliance, and effective decision-making. Promotes adherence to the Corporate Compliance Program by identifying and reporting improper or unethical conduct, as well as violations of applicable laws, regulations, policies, and program requirements.

DETAILED DUTIES AND RESPONSIBILITIES:

Directs and reviews financial staff activities and output to assure accuracy and timeliness as well as compliance with GAAP and organizational policies and procedures.
Directs and/or performs regular operational finance functions such as Accounts Payable processing, Cash Receipts processing, Purchase Order processing, Report Writing, may serve as the backup for payroll processing, and other duties as assigned.
Reviews and prepares provider staff incentives.
Prepares and/or reviews 403b contributions. Ensures that individual annual contributions limitations for each plan are not exceeded.
Oversees and executes all deliverables from financial operations group with respect to supporting the company’s procurement and expense approval process. This includes monitoring compliance with established policies and procedures.
Verifies that staff enter all invoices into NetSuite accurately and timely. Also verifies that proper approval and documentation are secured before posting.
Reviews outstanding invoices and approves invoices for payment after verifying that funds are available. Monitors the Accounts Payable aging report to ensure that all payments are made timely.
Reviews all finalized Accounts Payable checks for accuracy and signatures before mailing.
Monitors and assures that staff deposits all checks and cash daily and that proper controls are in place for all cash processing. Reviews cash reports submitted daily by each office and audits the process regularly by researching shortages and confirming deposits using online banking software.
Oversees the Purchasing Office and Accounts Payable department to ensure prompt ordering, courteous customer service, adherence to purchasing policies and procedures and entry of purchase orders into the general ledger.
Reviews all purchase orders to ensure proper approval and accurate entry into NetSuite with proper coding and account segments.
Serves as the primary liaison to outside vendors with respect to accounts payable and purchasing.
Manages and assures prompt response to vendor payment inquiries and the timely reconciliation of all vendor statements.
Reconciles accounts payable aging to the general ledger and performs monthly closing process, prepares and submits related reports.
Oversees and performs negotiations with vendors to obtain bids on products, services and equipment leases. Prepares and analyzes comparative spreadsheets with pertinent financial data to make an informed decision on large expenditures.
Oversees and maintains vendor relations and the approved vendor list. Oversees and reviews the compilation of statistics to obtain best cost for goods and services.
Monitors and assures the prompt entry of acquired fixed assets into NetSuite. Safeguards assets in conjunction with other professional finance staff by performing random physical inventory audits during site visits.
Plans and implements tasks related to opening new or moving existing offices including obtaining of various business licenses, utility services and deposits, housekeeping and security services. Arrange for movers experienced in relocating medical and dental equipment.
Oversees and reviews the tracking of all providers CME funds including reimbursements to providers for CME courses, seminars and conferences.
Administers grant fund balances and prepares and executes drawdown requests.
Prepares and maintains all relevant account reconciliations, and the general ledger to support external financial audit of the company’s financial statements and general ledger.
Coaches and monitors the managerial skills of assigned staff.
Responsible for hiring, coaching, development, discipline and termination of staff as necessary.
Identifies education and training requirements, develops staff and establishes a climate for personal growth and development.
Performs all other accounting, financial operations and all other duties and special projects as assigned.

Requirements:

KNOWLEDGE, SKILLS AND ABILITIES:

In-depth knowledge of financial accounting and math, with advanced skills in Microsoft Office (e.g., Excel, PowerPoint, Outlook and Word).
In-depth knowledge of Payroll, Accounts Payable and Purchasing processes.
Solid analytical skills with strong orientation towards precision and accuracy.
Good understanding of what is required to maintain all of FHC’s facilities as required by The Joint Commission.
Ability to organize and prioritize multiple tasks and critical issues in a fast-paced, deadline oriented environment.
Must have excellent communications skills, both verbally and written, and be able to communicate to all levels of the organization.
Self-directed individual who is a team player.
Effective leader and team builder, who can hire, train and evaluate staff.

TRAINING AND EXPERIENCE:

Bachelor’s Degree in Accounting or Business with a minimum of five years of Accounting and Financial Operations experience.
Experience with managing and processing Payroll, Accounts Payable and Purchasing.
Experience with General Ledger software programs, Accounts Payable, Purchasing and Payroll software.
CPA preferred; candidates must be willing to obtain CPA licensure after hire
