1. CHARACTERISTIC OF THE CLASS

Administrative and clerical work under the general direction of the Chief Financial Officer. This individual serves as a member of the Administrative team and assists in administering and coordinating all accounting and fiscal activities of the District. Responsible for processing and overseeing payroll, accounts payable, accounts receivable, and banking processes, as well as assisting with budget preparation. An individual in this classification shall possess a working knowledge to perform tasks in all functional areas of accounting. The work requires the exercise of considerable discretion and independent judgment directly related to financial business operations. Performance is evaluated through observation, feedback, and results obtained.

2. EXAMPLES OF ESSENTIAL DUTIES

· Provides information as necessary to the departments to assist in the monitoring of the individual department budgets throughout the fiscal year.

· Reviews and reconciles monthly insurance invoices. Works closely with the Human Resources Manager to ensure employee benefits and insurance deductions are correct.

· Administers all duties and procedures associated with producing employee payroll including daily review of attendance schedules in Aladtec, uploading time worked into master payroll summary spreadsheets, imputing hours worked and deduction changes into system, and transmitting electronic paystubs to employees. Electronically transmits direct deposit file and payroll liabilities, e.g., FICA, Withholding, 457, HSA, etc.

· Assists CFO with preparation of payroll reports, e.g., Quarterly 941 & RT-6, W-2’s, etc. and other reporting as necessary when financial data is requested e.g., annual audit, etc.

· Assists employees with payroll issues, e.g., questions, check errors/pay rates, etc.

· Reconciles all bank statements and prepares journal entries to record revenue into the accounting system.

· Oversees and performs all duties associated with disbursements (payables).

· Process invoices by verifying documentation and ensuring proper approvals are obtained.

· Enters invoice information into accounting systems as directed.

· Maintains organized electronic and paper records of invoices and supporting documentation.

· Assists with vendor inquiries and requests for payment status information.

· Supports the accounts payable process by preparing documentation for review and approval.

· Processes customer payments and apply payments to accounts.

· Prepares invoices and billing statements.

· Assists with monitoring outstanding balances.

· Maintains customer account records and supporting documentation.

· Researches and assists with resolving account discrepancies.

· Maintains general ledger files and accounting records as assigned.

· Assists with tracking expenses and maintaining financial spreadsheets.

· Enters financial and administrative data accurately into accounting systems.

· Maintains accounting files and ensures proper document retention.

· Scans, organizes, and archives financial and administrative records.

· Updates spreadsheets and financial databases.

· Assists and supports other Divisions as necessary.

· Maintains a high level of confidentiality regarding sensitive information, records, and internal processes.

· Remains apprised of all District policies and guidelines.

Must report to the designated work location as scheduled and be physically present to perform the essential functions of the position.

Performs other duties assigned as related to the job class.

3. REQUIREMENTS

a. EDUCATION AND EXPERIENCE

i. REQUIRED

· Associate’s degree in accounting, finance, business administration, or related field from a regionally accredited institution.

· Three (3)years of experience or more may be considered in lieu of associate’s degree. (Must have High School diploma or equivalent).

· Must be proficient in financial software system(s)

ii. PREFERRED

· A bachelor’s degree in accounting, finance, business administration, or a related field from a regionally accredited institution.

· Three (3) years of experience in related work field.

b. KNOWLEDGE SKILLS AND ABILITIES

· Knowledge and understanding of the principles and practices of governmental accounting and financial reporting.

· Knowledge of the laws and regulations regarding employee payroll processes.

· Basic understanding of financial recordkeeping and reporting processes.

· Knowledge of statistical reporting venues, concepts, and methods.

· Skill in addressing multiple priorities with accuracy and confidence.

· Skill in maintaining composure and a professional demeanor when confronted with stressful work demands.

· Proficient skill level required for proofreading and editing financial data and documents.

· Ability to communicate clearly and concisely, both orally and in writing.

· Ability to follow established policies, procedures, and internal controls.

· Ability to prioritize and manage multiple tasks while meeting established deadlines.

· Ability to maintain accuracy and attention to detail in a fast-paced work environment.

· Ability to provide courteous and professional customer service when responding to routine inquiries.

· Proficiency in Microsoft Office applications, particularly Excel, Word, and Outlook.

· Ability to exercise tact, discretion, and independent judgment.

· Ability to develop and maintain effective working relationships.

c. PHYSICAL REQUIREMENTS

· Tasks involve some physical effort in standing, bending, stooping, stretching, and walking, or frequent moderate lifting (30 pounds).

· Standard dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment.

· Tasks may involve extended periods of time at a keyboard.

d. ENVIRONMENTAL REQUIREMENTS

· Tasks are regularly performed without exposure to adverse environmental conditions.

e. SENSORY REQUIREMENTS

· Task requires sound perception and discernment.

· Task requires visual perception and discernment.
