POSITION SUMMARY
The Contracts Administrator serves as the primary point of contact and subject matter expert responsible for the comprehensive cradle-to-grave administration of the Defense Logistics Agency (DLA) AbilityOne Tailored Logistics Support (TLS) contract vehicle. This role encompasses managing all phases from RFQ submissions, Dealer of Record (DOR) registrations, purchase order creation and submission, vendor and supplier management, logistics coordination, invoice processing, Proof of Delivery (POD) submissions to DLA for payment, award tracking, and modifications to contract awards when necessary. A key focus of this role includes safeguarding Xpress' Supplier Performance Risk System (SPRS) rating by ensuring contract compliance, timely delivery, and meticulous documentation in alignment with AbilityOne and DLA guidelines.
KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS INCLUDE
Contract Lifecycle Management

Manage the full contract lifecycle, including preparation, submission, and execution of RFQs, purchase orders, and modifications.
Supplier and Vendor Management
-
Act as the primary liaison between Xpress, suppliers, vendors, and DLA, ensuring compliance with all contractual obligations and timely resolution of issues.

Oversee supplier performance to ensure delivery timelines, quality standards, and compliance criteria are consistently met.

Facilitate supplier Dealer of Record (DOR) registrations.
Logistics Coordination and Support

Coordinate logistics to ensure accurate and timely fulfillment of orders within awarded delivery schedules.

Submit Proof of Delivery (POD) documentation to DLA for timely payment processing.
Compliance and Documentation

Maintain comprehensive and accurate records of all contract activities, including key milestones, modifications, award statuses, and communications.

Ensure thorough organization and ease of access to all contract-related documentation.
Award Tracking and Modification
-
Track contract awards meticulously to ensure adherence to awarded delivery timelines.

Initiate and manage modification requests for contracts when delivery timelines shift beyond original awarded dates.
Financial and Administrative Management

Assist Accounting with vendor invoicing for accuracy and promptness, ensuring alignment with contractual payment terms.

Proactively report contract milestones and compliance status to management.
Training and Collaboration

Collaborate closely with internal departments (e.g., operations, accounting, sales), to ensure all contractual and internal requirements and approvals are properly managed.

Provide training and guidance to team members regarding AbilityOne TLS contract policies and procedures.

JOB REQUIREMENTS INCLUDE
Education:
- High school diploma or GED equivalent required
- Bachelor’s degree in business administration, contract management, or related field preferred; a combination of education and relevant experience is acceptable.
Desired Experience:
- Minimum 3+ years of experience in contract administration, coordination, or management, preferably with federal contracts and DLA-specific processes.
Knowledge/Skills:

Solid understanding of contract law, federal procurement processes, and business practices.

Experience managing contracts under the DLA AbilityOne Tailored Logistics Support (TLS) program highly preferred.

Excellent negotiation, communication, and interpersonal skills.

Detail-oriented with exceptional organizational and multitasking abilities.

Proficiency with Contract Management software or similar tools.

Strong analytical and problem-solving capabilities to effectively manage contractual obligations and maintain compliance.

Ability to independently prioritize tasks while working effectively within a
collaborative team environment.
