Position Summary: The RCP will provide a training instructor to serve as the Director of Clinical Education (DCE) and training instructor for the RCP Apprentice Course. As DCE, the contractor must maintain all aspects for developing specific course content for the complete phase II course and is responsible for all aspects of the clinical experiences of students enrolled in the course including organization, administration, and continuous review and revision of all course material and tests. Administrative aspects include fiscal planning, continuous review and analysis of all aspects of the course which include instructor resources and development, graduation outcomes, planning and ongoing assessment of the overall effectiveness of the course. Responsibilities also include selection and development of clinical training at civilian trauma centers located throughout the United States (with appropriate supervision) and for developing practical skills and monitoring the general effectiveness of the clinical experiences for students enrolled in the course.
Duties and Responsiblities:
· Plan, develop, monitor, manage, and present lectures, demonstrations, and practical exercises in the RCP Apprentice Course.
· Develop, write, and analyze course material and examination questions for all courses of instruction. Analyze curriculum, presentation media, and assist in the revision of the RCP Apprentice COI and study material to ensure that the students are provided with the most recent and accurate information.
· Direct lectures toward clinical situations of concern to the students. Develop/revise all course documentation used by Course Supervisors and preceptors with guidance and coordination from their Training Development Element (TDE) section to include instructional guidance, performance checklists, lesson plans, Consolidated Training Plan (CTP) annexes, and course procedures and guidelines.
· Ensure the most effective material is taught with maximum consistency and meets course goals and doctrine.
· Monitor teaching methodologies and classes taught in the RCP Apprentice Course. Ensure that the Respiratory Care Apprentice students are prepared for general clinical and unique deployment scenario practice.
· Ensure that all class specific student handouts, note-takers, general references, lesson plans, and exam questions are clearly written, technically and didactically correct, and revised or updated to maintain state-of-the-art instruction.
· Research and implement the latest technology; keeps abreast of innovations in educational technology, concepts, techniques, and equipment as applied to military service schools, civilian educational and industrial communities by reading literature, attending graduate and postgraduate courses, seminars, and educational institutions.
· Review and evaluate policies and procedures in RCP Apprentice Course to develop an improved reducing cost and providing an effective standard of care.
· Maintain results of student course evaluations and clinical faculty/affiliate documentation. Also maintain CoARC Standards such as the management of CoARC Student-Program and Personnel-Program Resource Surveys.
· Coordinate and oversee RCP Apprentice Course instruction and serve as Subject Matter Expert (SME) for the lectures, demonstrations, and practical exercises associated with this instruction.
· Based on changes in course length and other changes in training requirements, assure instructional materials are addressed and integrated into the curriculum and allied study areas.
· Integrate course material as required by course and Course Director to ensure coverage of appropriate subject matter.
· Assist with training newly assigned instructors in appropriate subject matter to provide quality assurance for the courses they instruct.
· Provide staff development to upgrade instructional skills of instructors.
· Provide input towards formal evaluation of instructors on teaching techniques and subject matter mastery. Coordinate, arrange and moderate annual instructional supervisor seminars.
· Provide guidance and lectures supporting planning, development and evaluation of curriculum for all clinical training sites.
· Ensure all required course documents (training materials and forms) are provided to each training site.
· Coordinate work and priorities for instructors throughout the phase II course.
· Schedule courses and outline curriculum for courses to be taught in the RCP Apprentice Phase II course.
· Coordinate enlisted Phase II student training assignments with the Medical Treatment Facilities through the Registrar and document training in appropriate databases (currently, Technical Training Management System). Maintains a “file copy set” of all course control documents.
· Develop the plan and measurement devices for measuring achievement of instructional objectives using training experience and knowledge of RCP Apprentice training. Using subject matter knowledge; evaluate, review, and validate effectiveness of course material and test/measurement devices.
· Determine the requirements for measurement items and develop measurement devices using SME input, ensuring conformance with educational testing principles and comprehensive coverage of the objectives assigned to the course.
· Analyze learning objectives and corresponding measurement instruments, ensuring the instruments are current and effectively measure attainment of the objectives.
· Determine reliability, validity, and cut-off scores through complete and comprehensive analysis of test results from trial applications.
· Review, revise, and reword test items as necessary to meet instructional objectives. Develop changes in recommendations through extensive research and development from source information, initiate recommendations which relate to policy, instructional methods, or other aspects of the education or training course where test results may be significant guides for action.
· Evaluate attrition rate of the RCP Apprentice Course and recommend corrective action. Maintain current appointment letters and curriculum vitae (CV) for staff members as applicable.
Education and Experience:
· A bachelors degree from an academic institution accredited by a regional or national accrediting agency recognized by the USDE. A Master of Arts in Education degree is highly desirable.
· A valid Registered Respiratory Therapist (RRT) credential and current state license required.
· A minimum of four (4) years’ experience is required as a RRT
· At least two (2) years in clinical respiratory care.
· A minimum of two (2) years’ experience teaching in CoARC-accredited respiratory care course either as an appointed faculty member or as a clinical preceptor preferably in the practice areas of ICU care, pulmonary functions, neonatal, BLS instruction and respiratory pharmaceuticals.
Knowledge, Skills, and Abilities
· Knowledge of Respiratory Care training administration, policies, and procedures to develop an adequate training course.
· Knowledge of the principles, practices, and techniques of instruction to include use of technology for design and delivery of training.
· Knowledge of data collection techniques and practices used to extract or obtain a variety of information required for the evaluation of training courses.
· Ability to establish course objectives and to assess progress toward their achievement.
· Ability to apply the principles and techniques of education and to help students acquire specific skills or knowledge.
· Knowledge of methods, principles, practices, and courses related to curriculum development, instructional techniques, and training resources.
· Knowledge of DoW, and major command directives, concepts, procedures, guidance, and policy as they relate to Respiratory Care training, as well as knowledge of the installation/command mission and organization.
Training Requirments: MEDCoE initial and annual training requirements, and comply with all MEDCoE policies, procedures, productivity standards, and instructions as provided.
Supervisory Responsibilities: None
Physical Demands: Prolonged periods of standing shall be required while conducting lectures, facilitating and hands-on instruction.

Pay: $40.00 - $50.00 per hour
