The Property Manager & Compliance Specialist is a hybrid position responsible for the successful operation of an assigned LIHTC community while also providing designated compliance support within the Biggs Property Management portfolio.
Approximately 24 hours per week will be dedicated to Property Management responsibilities under the direction of the Regional Manager, and approximately 16 hours per week will be dedicated to Compliance responsibilities under the direction of the Compliance Manager.
This hybrid role combines property management oversight with LIHTC compliance responsibilities. The Property Manager & Compliance Specialist will be responsible for supporting the operational and financial performance of assigned properties while also serving as an integral part of the company’s compliance quality-control process.
Property Management

Oversee day-to-day operations of assigned properties, including occupancy, leasing, rent collection, delinquency, resident relations, property condition, and overall financial performance.

Respond to prospective and current residents, coordinate leasing and move-in activities, maintain accurate waitlist and applicant information, and support property marketing and occupancy goals.

Partner with maintenance personnel to monitor work orders, unit turns, inspections, vacant units, property appearance, safety concerns, and other operational needs.

Address resident concerns, enforce lease requirements consistently, issue appropriate notices, and follow established collection and eviction procedures.

Conduct regular property visits, inspections, resident appointments, move-ins/move-outs, and other onsite activities as needed.

Collaborate with Resident Services, Maintenance, Accounting, and other departments to support resident stability and successful property operations.
LIHTC Compliance

Review LIHTC applicant, move-in, certification, and recertification files for accuracy, completeness, and regulatory compliance.

Verify household composition, income and assets, student status, income and rent limits, utility allowances, and required supporting documentation.

Identify deficiencies, prepare clear correction requests, communicate required changes, and follow outstanding items through completion.

Support LIHTC file approvals and help ensure required compliance documentation is complete prior to occupancy.

Assist with state agency monitoring reviews, internal and external audits, investor reviews, AOC responses, and other regulatory reviews.

Maintain compliance tracking systems, monitor regulatory deadlines, prepare assigned reports, and escalate potential compliance concerns.

Maintain current working knowledge of LIHTC requirements and consistently apply company compliance policies and procedures.
Overall Expectations
The successful candidate will be highly organized, detail-oriented, responsive, and comfortable balancing property operations with deadline-driven compliance responsibilities. This position requires strong follow-through, effective cross-departmental communication, sound judgment, and the ability to identify and address issues before they impact residents, property performance, or regulatory compliance.
- High school diploma or equivalent.

Minimum two years of affordable housing, property management, leasing, or housing compliance experience, including hands-on exposure to LIHTC.

Experience with key property operations, such as leasing, resident relations, collections, inspections, maintenance coordination, and vacancy management.

Working knowledge of LIHTC, Fair Housing, and affordable housing requirements, including applicant qualification, income/asset verification, certifications, recertifications, or compliance documentation.

Strong attention to detail with the ability to review documentation for accuracy, completeness, and potential compliance concerns.

Strong organizational, communication, and time-management skills with the ability to independently manage multiple priorities and deadlines.

Demonstrated ability to identify issues, communicate concerns promptly, and follow responsibilities through completion.

Basic proficiency with Microsoft Office and ability to learn property management and compliance software.

Ability to travel to assigned properties as operational needs require.
- Previous experience in an affordable housing role such as Assistant Property Manager, Property Manager, Compliance Specialist, or Occupancy Specialist.

Experience with Yardi or similar property management software.

LIHTC certification such as HCCP, SHCM, C3P, or comparable credential.

Experience with LIHTC audits, monitoring reviews, file corrections, AOCs, lease-ups, acquisitions, rehabilitation projects, or affordable housing transitions.
Ideal Candidate: A highly organized and detail-oriented affordable housing professional who can successfully balance property operations and LIHTC compliance responsibilities. Prior Property Manager title experience is not required; candidates with a strong affordable housing foundation, hands-on LIHTC experience, sound judgment, and demonstrated follow-through are encouraged to apply.
