Salary/Grade:
Right of Way Project Manager III: $5,425.33 - $8,886.16
Right of Way Project Manager IV: $6,377.50 - $10,785.83

Position Description
Right of Way Project Manager III and IV:
The Project Manager III and IV are responsible for senior level project management work with respect to the successful initiation, daily oversight, and delivery of a portfolio of projects. Project managers are responsible for leading and executing the project lifecycle from project initiation through completion. Performs and leads moderate to highly complex project management work related to state and federally funded right of way projects including: negotiating with landowners, relocating displacees, reviewing appraisals, assisting in the relocation of utilities, coordinating the eminent domain process, and management of acquired right of way. Work includes leading, coordinating, and executing the planning and initiation of projects; identifying potential risks while monitoring the progress and schedule of projects; and communicating with project stakeholders, management, private entities, governmental agencies, and other relevant parties. May direct, assign, and evaluate the work of project staff. Employees at this level follow standard practices that do not require frequent supervision of details.
Right of Way Project Manager III:
Essential Duties:

Develops and implements plans to communicate project methodology to interested groups and team members.
-
Oversees, compiles, and distributes portfolio information, such as project status reports, and budget expenditures;
provides regular updates to management, project teams, and others. -
Coordinates Project portfolio activities with other state agencies, governmental jurisdictions, or private sector
partners and contractors. -
Coordinates, plans, and evaluates a portfolio of projects using accepted TxDOT portfolio and project management
methodologies. -
Leads, develops, and initiates projects, obtaining authorization and commitment, and demonstrating business need and
project feasibility, including the development and oversight of work authorizations, project budgets, schedules, work plans,
resource requirements, cost estimates and projections as well as services related to the following areas; surveying, appraisal,
acquisition/negotiation, relocation, condemnation support, and demolition. -
Trains, mentors, and helps other staff on the team.

Develops and establishes project goals and objectives consistent with the Right of Way Strategic Plan

Performs other job responsibilities as assigned.
Right Of Way Project Manager IV (in addition to ROW Project Manager III essential duties):
-
May lead, direct, assign, and evaluate the work of project staff. Serves as supervisor during absences, without
signature authority. -
Independently oversees [complex] projects for progress and pending projects for planning purposes; consults and advises
personnel in policies and procedures and ensures conformance with federal and/or state laws and guidelines -

Right of Way Project Manager III and IV:
Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years of right of way or related experience, to include 3 year project management or related experience. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle
