Full Job Description

Description:

The Labor Compliance Program Manager is responsible for providing and ensuring overall labor compliance support company wide and specifically for projects requiring the Inflation Reduction Act and/or prevailing wage requirements. They will also work as an integral part of the team and assist in other areas as necessary

Main Responsibilities:

· Monitor certified payroll for both internal payroll and with external subcontractors.

· Ensure labor compliance company wide and comply with any federal, state, and local reporting requirements.

· Review of subcontractor contracts to ensure compliance and work with departments to ensure proper reporting

· Ensure Inflation Reduction Act (IRA) compliance to ensure Davis Bacon and Apprenticeship Ratio requirements are met.

· Perform periodic audits on projects to ensure compliance and manage any outside audit requests.

Other Responsibilities:

· Reach out to counties to confirm wage determinations

· Reviews and verifies payroll records, benefits statements, employer contributions, and apprenticeship paperwork to determine compliance with rules and regulations.

· Support Management team during pre-construction with any upcoming labor requirements.

· Prepare detailed reports and summaries of audit findings and recommend corrective actions when necessary.

· Monitor and stay informed of applicable laws and regulations that might affect NESCO’s policies and procedures.

· Issue requests for missing and revised documentation and correspond with the applicable contractor’s staff to ensure compliance.

· Work with LCP Tracker, and other compliance monitoring software to review and approve certified payroll and payroll documents

· Update and monitor Apprentice tracking hours in all platforms.

· Serve as the primary point of contact for labor compliance issues and inquiries.

· Investigate complaints or concerns related to wage and labor law violations.

· Work with legal counsel, government agencies, and project management to resolve compliance issues.

· Work with labor providers to ensure compliance with IRA requirements prior to NESCO operations using temporary labor on projects.

· Prepare and submit required reports to federal and state agencies.

· Perform other related duties as assigned.

Requirements

· Minimum 5 years of Labor Compliance Programs including but not limited to prevailing wage reporting, enforcement, and analysis.

· Experience in labor compliance audits.

· Maintain a high level of leadership and respect amongst employees.

· Possess necessary communication skills to professionally interface with all team members.

· Critical thinking and problem-solving skills

· Ability to work in a dynamic team environment

· Always maintain a professional appearance

Essential Job Functions & Physical Demands

· Lifting and carrying up to 30lbs

· Repetitive bending, keeling, twisting, pushing, pulling, and climbing

· Exposure to heat, cold, dust, noise, vibration, or uneven terrain

· Extended standing / walking / manual handling

This position will be posted until filled - however, the anticipated closing date is 8/28/26.

Pay: $80,000.00 - $100,000.00 per year
