This is a mostly a remote position with some on-site requirement, offering flexibility and the opportunity to collaborate with a diverse team of talented professionals committed to technical excellence and meaningful impact.

What We’re Looking For
The Senior Business Analyst / Financial Business Transformation Analyst will support the Division’s operational, strategic, technology, and business-transformation initiatives. The role will assess and document mission programs, financial-market operations, regulatory workflows, supporting applications, data flows, and cross-system dependencies.
The analyst will work with business stakeholders, financial and regulatory subject-matter experts, program leadership, architects, developers, testers, security teams, and data-governance personnel to document the current state, identify operational and technology gaps, define future-state requirements, and recommend practical transition strategies.
The ideal candidate will combine advanced business-analysis capabilities with experience supporting financial services, securities markets, trading operations, investment management, market regulation, risk management, or financial data systems.

Business Analysis and Requirements Management
- Lead stakeholder interviews, workshops, and requirements sessions across business, financial, regulatory, data, and technology teams.
- Elicit, analyze, prioritize, validate, and document business, functional, technical, data, security, compliance, and operational requirements.
- Develop requirements, user stories, acceptance criteria, use cases, process models, and traceability matrices.
- Translate complex financial and regulatory needs into clear, actionable requirements.
- Identify and resolve incomplete, conflicting, duplicative, or unsupported requirements.
Financial-Domain Analysis
- Analyze financial and securities-related processes, including transactions, trading, surveillance, reporting, reconciliation, risk, and regulatory oversight.
- Document transaction lifecycles, financial instruments, business rules, data elements, calculations, controls, and reporting requirements.
- Assess the impact of proposed changes on financial operations, regulatory programs, data integrity, reporting, and internal controls.
- Identify operational, data, control, and technology gaps affecting accuracy, compliance, transparency, or performance.
Current-State and Future-State Assessment
- Assess mission programs, financial workflows, applications, interfaces, databases, and reporting platforms.
- Identify manual processes, delays, control weaknesses, data-quality issues, duplication, and technology constraints.
- Develop current-state and future-state process maps, capability models, value streams, system-context diagrams, and data flows.
- Recommend process, data, integration, automation, and application improvements.
- Develop transition roadmaps from legacy operations to target-state capabilities.
Process, System, and Data Documentation
- Document financial and regulatory processes, transaction lifecycles, use cases, system functions, user roles, controls, data elements, interfaces, lineage, workflows, and exception handling.
- Maintain decisions, assumptions, issues, dependencies, and action items.
Project, Risk, and Dependency Support
- Provide analytical and project support throughout the delivery lifecycle.
- Track risks, issues, assumptions, decisions, constraints, actions, and dependencies.
- Support impact assessments, planning, prioritization, milestones, status reporting, and issue resolution.
- Develop dashboards, executive briefings, decision materials, and project health reports.
Business Transformation and Change Management
- Identify opportunities to improve financial operations, regulatory workflows, reporting, controls, data management, and stakeholder services.
- Recommend process redesign, automation, modernization, integration, and control improvements.
- Support strategy sessions, solution reviews, governance reviews, transition planning, communications, training, and adoption.
- Define KPIs, KRIs, and control measures to evaluate transformation outcomes.
Data Governance, Sensitivity, and Compliance
- Support data privacy, security, confidentiality, records-management, and compliance assessments.
- Document data ownership, access, classifications, sources, structures, interfaces, and permitted uses.
- Identify sensitive financial, market, regulatory, personally identifiable, confidential, or restricted data.
- Support access-control, retention, data-quality, and governance reviews.
- Coordinate with security, legal, privacy, records, data-governance, and technology teams to resolve compliance gaps.
Qualifications:
- Bachelor’s degree in finance, accounting, economics, business administration, information systems, computer science, data analytics, or a related discipline.
- Seven or more years of experience in business analysis, business transformation, process improvement, requirements management, or project support.
- At least three years of experience supporting the financial services, securities, capital markets, investment management, banking, financial regulation, or financial-data domain.
- Demonstrated understanding of financial transactions, securities-market operations, financial data, regulatory processes, risk management, or financial reporting.
- Experience assessing complex business operations and supporting applications, systems, databases, interfaces, and reporting platforms.
- Strong experience conducting requirements interviews, stakeholder workshops, process-mapping sessions, and documentation reviews.
- Experience developing business and functional requirements, user stories, acceptance criteria, use cases, process maps, gap analyses, impact assessments, and traceability matrices.
- Experience analyzing data elements, data flows, system interfaces, user roles, permissions, business rules, and operational controls.
- Experience tracking project risks, issues, dependencies, decisions, and actions.
- Strong written, verbal, analytical, facilitation, documentation, and presentation skills.
Ability to communicate effectively with financial-domain experts, executives, program managers, architects, developers, testers, security personnel, and data specialists.
Experience in one or more of the following areas is highly desirable:
- Securities trading and market operations
- Broker-dealer or investment-adviser operations
- Equity, fixed-income, derivatives, or digital-asset products
- Trade capture, order management, clearing, settlement, and reconciliation
- Market surveillance and regulatory examination
- Financial risk, operational risk, or compliance management
