This position is located at Headquarters, Quantico, VA. Candidates selected for this position will serve as a Behavioral Health Program Manager, NF5.
Major Duties
Serves as the Embedded Preventive Behavioral Health Capability (EPBHC) Section Head, Behavioral Programs Branch, Marine and Family Programs Division, Manpower and Reserve Affairs, Headquarters Marine Corps. Plans, directs, implements, and manages all aspects of Headquarters Marine Corps EPBHC initiatives. Serves as subject matter expert responsible for directing the Marine Corps' EPBHC, to include crossover activities with the clinical and prevention services (Suicide Prevention, Sexual Assault Prevention & Response, Community Counseling, Substance Abuse, and Family Advocacy Programs). Responsible for the formulation of policies, objectives, operations, and resources to ensure the efficiency and effectiveness of the EPBHC capabilities within the operational forces.
Assists in providing Marine Corps prevention/intervention policy that sustains the mission capabilities of commanders; supports Marines and family members; promotes prevention of problem situations that detract from unit performance and readiness; and provides appropriate level of intervention, support services, victim advocacy and tools to cope successfully with Marine Corps 1ife. Performs functions in the design, collection, analysis and use of public health information/data for decision making and program development Marine Corps-wide. Assists with implementation, evaluation and use of evidence-based strategies, interventions, techniques and approaches to positively impact delivery and effectiveness.
Representative for the Marine Corps through membership and attendance at national conferences and meetings in national organizations focused on reducing risk factors for suicide, sexual assault, domestic abuse, substance misuse, and enhancing protective factors (e.g. American Public Health Association, American Association of Suicidology, and/or Navy Marine Corps Public Health Center).
Researches professional literature and ensures the Marine Corps remain current with research-based and evidence informed practices. Oversees and provides maintenance for all EPBHC staff curricula and materials for use Marine Corps-wide. Designs prevention enhancement protocols and benchmarks for program measurement. Supports on-going program needs-assessments, program analysis, and program evaluation.
Evaluates activities and makes suggestions for modification of components or procedures to enhance effectiveness, quality, and efficiency of services. Analyzes proposals or provisions in terms of impact on program resource requirements; develops new and revised operating procedures and standards to incorporate provisions that affect operating activities and requirements; and conducts review of the administration and operation of the program.
Provides technical assistance to command staff members and other stakeholders to improve and sustain prevention capabilities. Ensures that prevention and family support capabilities are timely, relevant to commanders' needs, flexible, sustainable in execution, and thoroughly coordinated within the Marine Corps and other external departments and agencies.
Represents the Marine Corps in coordination of DoD and Secretary of the Navy (SecNav) policy development to ensure that the needs and priorities of the Marine Corps are represented. Makes recommendations for official Marine Corps comments on draft DoD and SecNav policies. Recommends changes and adjustments to assure accomplishments of goals and objectives are in conjunction with the Division¿s mission, strategic plan, and vision.
Supervision-Directly supervises and manages full performance NF-4 EBPHC section staff to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Perform other duties as assigned. Travel may be required to complete work assignments and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. Performs other related duties as assigned.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
Qualifications
A Master¿s degree from an accredited university or college in Community Health or Public Health or a related field appropriate to the work of the position is required AND four years of demonstrated experience to independently oversee day-to-day operations of a complex capability.
Comprehensive knowledge of the Marine Corps mission, structure, programs and culture and knowledge of DoD, DON and Marine Corps program management policies Skill to assist in developing and providing prevention/intervention policy that sustains mission capabilities associated with military active duty service; supports the active duty member and family; promotes prevention of problem situations that detract from unit performance and readiness, and provides appropriate level of intervention, treatment, counseling, support services, victim advocacy and tools to cope successfully with military 1ife.
Knowledge of and skill in prevention to develop and sustain plans and policies that support prevention initiatives. Must have practical experience in program management including; implementing complex processes and programs in a large enterprise; practical understanding and expert working knowledge of risk management principles, practices; and their methods of implementation across many objectives; ability to work efficiently and proactively, prioritize workflow, meet demanding deadlines, and manage multi-dimensional projects in a fast-paced environment.
