Position Summary
The Blaster in Charge is a specialized, safety-critical field position responsible for the safe planning, execution, and oversight of controlled blasting operations. This role involves the proper handling, loading, and detonation of explosives using industry-standard techniques while ensuring full regulatory compliance. The ideal candidate is a highly responsible, detail-oriented professional with extensive blasting experience, strong technical knowledge, and an unwavering commitment to safety in dynamic site conditions.
Key Responsibilities
Blasting Operations
- Plan, prepare, and execute controlled blasting activities, including pattern design, drill hole loading, shot timing, stemming, and detonation for rock excavation, foundation preparation, and other geotechnical applications.
- Utilize various blasting methods and explosives appropriate for the site conditions and project requirements including detonation cord, stick powder, emulsion and ANFO.
- Coordinate closely with drillers and clients to optimize blast design and sequencing for efficiency and safety.
- Conduct on the job training clinics as a new hire until proven a trustworthy blaster.
Explosives Handling and Safety
- Handle, order, monitor and inspect explosives and blasting agents in strict accordance with federal (ATF), state, and local regulations.
- Conduct pre- and post-blast inspections, clear blast areas, and ensure all safety protocols are followed to protect personnel, equipment, and the public.
- Perform misfire investigations and resolutions following established procedures.
Compliance and Documentation
- Maintain accurate records of all blasting activities, including blast reports, explosives usage, inventory logs, and regulatory notifications.
- Ensure full compliance with California Division of Occupational Safety and Health (Cal/OSHA) blasting regulations, ATF requirements, and site-specific permits.
- Participate in daily Job Hazard Analysis (JHA) safety meetings and promote a strong safety culture.
- Complete Daily Work Reports and Daily Journals.
Equipment and Site Support
- Operate and maintain blasting-related equipment, including seismographs for vibration monitoring and video equipment for blast video records.
- Assist with site preparation, drill pattern layout, and post-blast activities.
- Troubleshoot issues on-site and collaborate with the team to minimize downtime and ensure project timelines are met.
Teamwork and Continuous Improvement
- Train and mentor junior blasters or helpers on safe blasting techniques, regulations, and procedures.
- Identify opportunities to improve blast efficiency, reduce costs, and enhance safety outcomes.
Qualifications and Requirements
Education and Experience
- Ability to pass an ATF background check
- Current Cal OSHA blasting license.
- High school diploma or equivalent required; technical training or certification in explosives handling and blasting preferred.
- 3–5+ years of hands-on experience as a blaster in construction, mining, geotechnical, or similar industries, with a proven safety record.
Skills and Competencies
- In-depth knowledge of explosives, blasting techniques, vibration control, and regulatory requirements.
- Ability to read and interpret blast plans, engineering drawings, and site specifications.
- Strong mechanical aptitude, decision-making skills under pressure, and attention to detail.
- Excellent communication and teamwork abilities.
Union Affiliation
- NCB is a Laborers-affiliated company. This position requires the candidate to be a current member of the Laborers’ Union (LiUNA) or willing to join the union upon hire.
Certifications and Licenses
- Valid California Blaster’s License (or ability to obtain one) required, including passing written/oral examinations and meeting experience qualifications.
- Valid Real ID and ability to operate a company vehicle. Subject to a DMV Motor Vehicle Report.
- Ability to successfully pass an ATF possessor background check.
- Obtain a Certificate of Eligibility (COE) as required for explosives handling by CFARS (California Firearms Application Reporting System).
- OSHA 10 or 30 certification (or ability to obtain within 30 days).
- Additional blasting or explosives-related certifications a plus.
Physical and Work Environment Demands
- Ability to lift up to 94 lbs occasionally and handle heavy explosives, tools, and materials.
- Capable of working outdoors in varying weather conditions, on uneven terrain, at heights, and in confined spaces as required.
- Flexibility for frequent travel to project sites, overtime, weekends, early/late hours, and on-call availability during blasting operations.
- Must be in good physical condition, with no impairments that could affect safe performance of blasting duties.
