The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
- The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
- Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
- Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
- Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
- Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. Key Eligibility Requirements:
- U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
- Selective Service Registration - Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so.
- Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. QUALIFICATION REQUIRMENTS:
SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include the following:
- Using functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals;
- Using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations;
- Recognizing significant tax issues and enforcement changes to revise or recommend changes in basic implementation regulations;
- Using a wide range of analytical and evaluative methods to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication function;
- Using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures;
- Delivering oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees;
- Creating written communication to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions;
- Providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and recommendations.
