Salary Range: $115,000 - $189,758
Salary ranges listed above represent good faith and a reasonable estimate of the range of possible compensation at the time of posting. Actual compensation will depend on several factors including but not limited to, the candidate’s experience and qualifications.

Position Summary:
The Chief Programs Officer (CPO) provides visionary leadership and strategic direction for all client services and community programs at the Marjaree Mason Center. As a key member of the executive team, the CPO is responsible for the overall development, implementation, and continuous improvement of programs across multiple sites and departments, ensuring alignment with the organization’s mission, values, and strategic goals. This role leads the development and execution of effective systems, policies, and procedures, holding teams accountable for achieving programmatic and organizational objectives. The CPO is responsible for program performance budgeting, grant compliance and reporting, working collaboratively with the organization's leadership. A champion of organizational culture, the CPO fosters a healthy, inclusive, and trauma-informed work environment, supporting staff development, cross-training, and ongoing learning opportunities. The CPO represents the organization at community events, with funders, and on external committees, and works closely with the CEO, Board of Directors, and other departments to advance agency-wide initiatives. As the subject matter expert for all client services, this position represents MMC in external engagements, supports professional development within the team, and champions a culture of integrity, empowerment, dedication, and collaboration in alignment with MMC’s mission and strategic objectives.
Essential Duties and Job Responsibilities include the following:

Provide overall leadership and vision for the organization's client services and community programs with an emphasis on the overall development, strategic planning, community feedback, new program development and service delivery, and management of the organization across multiple sites and departments, including but not limited to termination of outdated or unsustainable services.

Establish current and future department and client services program goals. Manage and hold the team accountable for achieving strategic goals and metrics. Monitor quality, evaluate program performance, and establish corrective measures as needed. Prepare detailed reports, both current and forecast for all programs and client services.
- Champions the organization's vision, mission, and values to create a healthy work culture.

Collaborate with the Director of Finance and other executives and participate in the development, management, and monitoring of the annual budget, ensuring fiscal responsibility, cost-effective resource allocation, and alignment with grant requirements.

The CPO is accountable for overseeing and managing the client service program department budgets, grant accountability and reporting, ensuring responsible allocation of resources to support strategic HR initiatives and operational needs.

Oversight of all program/client outcomes and ensuring client data accuracy.

Oversee and continuously improve agency programs by addressing challenges, ensuring services meet funder and organizational expectations, community needs, and monitoring program quality to maintain evidence-based practices and innovative delivery that serve the needs of diverse audiences.

Establish and implement a standard organization-wide client feedback process to evaluate staff effectiveness and performance.

Strategically develop, nurture, and expand community partnerships that include but are not limited to community-based organizations, government agencies, school districts, healthcare, mental health, and housing resources to create a network that enhances the service delivery, expands reach, and provides holistic support for domestic violence survivors.

Serve as the organization’s subject matter expert for all client-facing programs and as a primary representative to external stakeholders and committees, acting as the spokesperson to the community as needed, delivering community presentations, conducting media interviews, and facilitating training sessions as needed.
- Leads the team and vendors in developing and implementing effective systems, policies, and procedures, ensuring all department staff adherence.
- Management of human resources functions for the client service programs department, including interviewing and selecting staff, training and coaching staff, scheduling staff, timesheet review and use of HRIS, monitoring staff performance, and conducting performance evaluations.

Collaborate with the human resource department to design and implement a staff, volunteer, and intern development program, encompassing onboarding, training to functional proficiency for job roles, and developing ongoing learning opportunities through workshops, webinars, and training to foster a culture of professional growth.

Support cross-training to ensure an adaptable workforce and eliminate any skill gaps in the client service program departments.

Works collaboratively with colleagues throughout the organization in order to model and support effective cross-departmental partnerships, trauma-informed practices, resiliency-building, and commitment to diversity and inclusion.

Attend and support agency-wide fundraising events.

Communicates regularly and provides written department and employee updates to the CEO about program needs, project status, and risk assessment for the organization.

Lead and attend department and agency-wide meetings as required.

Attend Board of Director and Board Committee meetings and present as required.

Complete other duties as assigned.
The Chief Programs Officer is expected to customarily and regularly exercise discretion and independent judgment in carrying out job duties. The Chief Programs Officer is also expected to perform solely exempt-type duties more than 50% of work time during the workweek.
Requirements:
Required Education and Experience:

Bachelor’s degree in the human services field or five years experience in the domestic violence field, with at least two years in an administrative role or equivalent combination of education and experience.

Master’s degree in social work or human services preferred.

Minimum of eight years relevant work experience and 4 years supervisory experience required.

Knowledge of the community referral system in Fresno County.
Required Certificates, Licenses, Registrations and Tests:

Possession of a valid California driver's license and proof of liability insurance on personal auto.
- Must be insurable at all times at standard rate by MMC insurance carrier.

Must successfully pass a drug, Department of Justice background and Tuberculosis test.

Demonstrated ability to use current business software applications, including HRIS and accounting systems, as well as productivity tools, to collate, analyze, and synthesize data and information to provide strategic and operational insights to the Chief Executive Officer and Board of Directors.?

Experience in managing supervisors and staff and proven record of motivating team members to achieve high performance.
- Knowledge of contract management and experience in organizational effectiveness and operations management implementing best practices, including legal, audit, compliance, budget, and resource development.
