JOB DESCRIPTION

Job Title: Accountant I

FLSA Status: Nonexempt

Department: Finance & Accounting

Remote Capability: No

Supervisor: Clerk's Finance Director & Budget Manager

Core Hours: M-F 8a – 5p

Position Type: Full Time

Salary: Starting $27.60 (Annualized $57,628.80)

General Summary:

Provides responsible financial, administrative, clerical, and customer services in order to ensure effective, efficient, and accurate financial operations. Prepares and maintains a variety of accounting records including but not limited to accounts receivable, accounts payable, budget, Clerk’s payroll, state reports, Clerk’s financial statements, and public records requests regarding Clerk Finance/Budget.

Essential Job Functions:

1. Maintains cash receipts journal, audit vouchers, and determines that they are properly coded and in posting order before payment.

2. Prepares monthly financial reports, including balance sheets, statements of changes in fund balances and statements of adjusted appropriations.

3. Prepares journal entries, reports, and analyses in support of month-end, quarter-end, and year-end close out processes.

4. Oversees maintenance of various revenue, appropriation, and other similar records.

5. Prepares monthly financial reports, budget projections, and similar actions.

6. Reconciles, audits and analyzes financial reports, statements, and related documents.

7. Reviews requests for payments and prepares checks and supporting documents.

8. Reviews payroll entries and assists with the preparation of payroll related reports.

9. Prepares, reconciles, and submits unclaimed property report.

10. Prepares and submits 1099 forms to the Internal Revenue Service.

11. Plans, organizes, and assists the Clerk Finance Director in the supervision of the Clerk’s Finance Team.

12. Supports the Clerk’s Office through regular, in person attendance.

13. Supports the Clerk’s Office through cross-training initiatives.

14. Performs other duties as required, including work as needed to cover absences or otherwise balance workload.

Knowledge, Skills, and Abilities:

1. Knowledge of generally accepted accounting principles (GAAP).

2. Knowledge of governmental accounting theory, principles and practices and their application to a wide variety of accounting transactions and problems.

3. Knowledge of state laws, rules and regulations governing accounting procedures and governmental administration.

4. Ability to analyze financial transactions and prepare complex financial reports and statements.

5. Ability to effectively communicate orally and in writing.

6. Ability to make sound independent judgments.

7. Ability to plan, organize, and supervise the work of others.

8. Ability to develop and maintain good working relationships with fellow employees, other governmental agencies, county staff and commissioners, attorneys, judges, and the general public.

9. Knowledge/experience of spreadsheets/word processing environments.

Education and Experience:

Bachelor’s degree from an accredited university or college in accounting. One year of general accounting experience, preferable in a governmental environment.

Physical Requirements:

Seeing: Constantly required to see at close range and at a distance; and have the ability to adjust focus associated with the constant use of computer monitors.

Hearing: Constantly required to hear, understand, and distinguish speech and/or other sounds.

Speaking: Constantly required to express ideas by means of the spoken word to the public and coworkers.

Standing/Walking: Constantly required to move about the department.

Lifting/Moving: Occasionally required to lift and/or move up to 25 lbs.

Pushing/Pulling: Occasionally required to push or pull carts.

Reaching: Occasionally required to reach overhead or at/below shoulder level.

Manual Dexterity: Constantly required to type and use office equipment.

Sitting: Constantly required to sit for long periods of time.

Working Conditions:

Indoor Office/Clerical Working Conditions. The noise level in the work environment is usually moderate.
