IT DIRECTOR
JOB SUMMARY:
The Information Technology Director is a key leadership position responsible for the strategic planning, implementation, and management of all information technology systems and services for the city. This includes overseeing network infrastructure, hardware, software, cybersecurity, telecommunications, and radio communications. The Director will oversee and manage the IT Department Staff employees. The Director will also be responsible for the management and operation of the city-owned fiber optic Internet Service Provider (ISP) utility. The Director will oversee and manage the ISP staff employees. This role requires a blend of technical expertise, strong leadership, and excellent communication skills to ensure the city's technological needs are met efficiently and effectively.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. INFORMATION TECHNOLOGY MANAGEMENT:
- Develop and implement a comprehensive IT strategic plan aligned with the city's goals and objectives.
- Oversee the daily operations of all city IT systems, including servers, computers, peripherals, and software applications.
- Manage the IT department budget, including forecasting, procurement, and asset management.
- Ensure the security and integrity of all city data and systems through the implementation of robust cybersecurity measures, policies, and procedures.
- Lead the planning and execution of IT projects, including system upgrades, migrations, and new technology rollouts.
- Provide technical support and training to city staff as needed.
- Maintain accurate inventory of all IT assets.
2. COMMUNICATIONS MANAGEMENT:
- Manage and maintain the city's telecommunications infrastructure, including landline and cellular phone systems.
- Oversee the city's two-way radio communication systems, ensuring their reliable operation for emergency services and other city departments.
- Develop and implement communication policies and procedures.
- Stay current with emerging communication technologies and make recommendations for improvements.
3. FIBER OPTIC ISP UTILITY MANAGEMENT:
- Lead the strategic planning, development, and operation of the city's fiber optic ISP utility.
- Oversee the design, construction, and maintenance of the fiber network.
- Develop and manage service offerings, pricing models, and customer service protocols.
- Ensure compliance with all federal, state, and local regulations pertaining to telecommunications and internet service provision.
- Work with the city's finance department to ensure the ISP utility is financially sustainable.
4. LEADERSHIP AND PERSONNEL MANAGEMENT:
- Supervise, mentor, and evaluate the performance of all IT staff, including IT Technical staff and Fiber Optic Service Technicians.
- Foster a collaborative and innovative work environment.
- Develop professional development plans and training opportunities for all IT and technical staff.
- Represent the IT department in meetings with other city departments, elected officials, and the public.
- Ensure the proper training, equipping, and safety of all field personnel, including Fiber Optic Service Technicians.
- Coordinate work schedules and on-call rotations for technical and field staff to ensure 24/7 support for critical systems and the fiber network.
RESIDENCY REQUIREMENT:
The employee must reside within 30 minutes of City Hall (50 NW Main Street).
QUALIFICATIONS:
- Minimum of 7-10 years of progressive experience in IT management, with at least 3 years in a leadership role.
- Proven experience in managing network infrastructure, cybersecurity, and telecommunications systems.
- Experience with fiber optic networks and internet service provision is highly desirable.
- Strong knowledge of current and emerging technologies.
- Excellent communication, interpersonal, and leadership skills.
- Ability to manage multiple projects and priorities in a fast-paced environment.
- Must possess a valid driver's license.
WORK ENVIRONMENT:
- This is a full-time, salaried position that may require working outside of normal business hours in the event of system emergencies or major projects.
- The position is based in a professional office environment but will require travel to various city facilities and work sites.
- Physical demands include the ability to lift and move computer equipment (up to 50 lbs), and to work in various physical environments, including server rooms and communication closets.
