Programmer / Analyst III (Network/Systems)
Support the Technology Behind Critical Improvements to Los Angeles Community College District Facilities
Project Support Services (PSS) is seeking an experienced Programmer / Analyst III (Network/Systems) to support the Los Angeles Community College District’s BuildLACCD Program Management Office.
This position manages and supports computer networks, systems, servers, communications hardware, software applications, and IT operations at the Program Management Office and nine campus project sites. The Programmer / Analyst III helps ensure that BuildLACCD’s technology infrastructure remains available, secure, reliable, and responsive to users’ needs.
Working with the BuildLACCD PMO IT Director, network engineers, administrators, service providers, site personnel, and outside vendors, the Programmer / Analyst III provides advanced technical support, monitors network performance, resolves system issues, and helps maintain effective disaster-recovery and cybersecurity systems.
The ideal candidate is an experienced network and systems professional with a strong background in network administration, Microsoft technologies, cybersecurity, virtualization, disaster recovery, technical support, and IT infrastructure.

What You’ll Do
- Configure, manage, and provide technical support for physical and virtual environments, including hosts, operating systems, servers, storage, and network devices.
- Test, install, configure, maintain, and upgrade operating systems, application software, and network-device configurations.
- Administer network systems and servers to help ensure the availability of services to the BuildLACCD user community.
- Monitor network and system performance, identify potential issues, and take corrective action to maintain efficient operations and system uptime.
- Configure, manage, and support firewalls, wireless access points, network switches, routers, VPN appliances, and other network devices.
- Install and configure client and server network software and perform software upgrades as needed.
- Support existing networks and perform infrastructure upgrades, modifications, and expansions when required.
- Maintain network-security firewalls and define appropriate network-access rights.
- Perform network routing, cabling, and switching activities.
- Design network topologies and identify and correct network noncompliance issues.
- Respond promptly to outages and recommend solutions for network and system performance issues.
- Perform root-cause analyses of network issues and recommend corrective actions.
- Support security-system development, testing, analysis, and implementation.
- Perform system-vulnerability assessments and support ongoing vulnerability-management activities.
- Respond to security threats, attacks, and similar events and help develop threat-prevention strategies.
- Maintain disaster-recovery procedures and contingency plans for system failures.
- Respond to inquiries from staff, administrators, service providers, campus personnel, and outside vendors and provide timely technical assistance.
- Provide Level 2 and Level 3 help-desk support, along with web-services support.
- Manage assigned projects and deliver services in accordance with established objectives and deadlines.
- Research network products, services, protocols, and standards to support network procurement and development efforts.
- Recommend networking technologies that improve performance, security, reliability, and scalability.
- Develop and maintain system-installation documents, configuration guides, procedures, and standard operating procedures.
- Use PowerShell scripting and automation to simplify manual administrative processes and procedures.
- Work closely with network engineers and other technology professionals to plan and complete assigned tasks.
- Share technical knowledge, document procedures, and provide training when required.
- Prepare regular network, systems, security, and performance reports for executives and administrators.
- Perform additional network, systems, security, and technical-support duties as assigned.
Required Qualifications
- Minimum of seven years of applicable systems and network-administration experience.
- Bachelor’s degree in computer science or a related field from an accredited four-year college or university.
- An additional four years of qualifying experience beyond the minimum stated above may be substituted for the required education.
- Strong working knowledge of Microsoft Windows operating systems and current Windows Server environments.
- Strong working knowledge of internet protocols, including DNS, DHCP, SMTP, HTTP, HTTPS, and SFTP.
- Familiarity with Microsoft Active Directory Services, Microsoft Entra ID, Microsoft 365, and SharePoint document-management systems.
- Experience with VPN appliances and Cisco Meraki appliances.
- Working knowledge of enterprise antivirus systems, CrowdStrike, Zoom administration, Microsoft Teams, and network security.
- Knowledge of VPNs, access control lists, IPsec, and SSL.
- Experience supporting websites, intranets, and SharePoint environments.
- Experience with PowerShell scripting and automation.
- Experience with VMware, Hyper-V hypervisors, and cloud architecture.
- Knowledge of cybersecurity and privacy principles.
- Familiarity with Rubrik Backup and Recovery, Nessus, and Splunk.
- Excellent troubleshooting and problem-solving skills, a positive attitude, and strong attention to detail.
- Strong collaboration and teamwork skills.
- Ability to present technical ideas clearly in user-friendly and nontechnical language.
- Ability to manage multiple priorities, projects, and deadlines.
