Position Overview
We are a growing milling and paving construction company seeking a versatile, highly organized Construction Office Manager – Accounting, Payroll & HR to join our team.
This multifaceted position is responsible for overseeing daily office operations; managing accounting, human resources, and payroll functions; supporting the full employee life cycle; administering employee benefits; and ensuring federal and state compliance with certified payroll.
The ideal candidate will be proactive, dependable, detail-oriented, and comfortable managing multiple priorities in a fast-paced construction environment. Direct experience with office management, construction accounting, human resources and payroll- certified payroll-Davis-Bacon compliance experience is strongly preferred.
Key Responsibilities
Office Management & Administrative Support
Approximately 30% of the role
- Oversee daily administrative operations and help maintain an organized, efficient, and professional office environment.
- Serve as a central point of communication among office staff, field employees, management, vendors, subcontractors, customers, and other business partners.
- Answer and direct incoming telephone calls, emails, correspondence, and general inquiries as needed.
- Manage incoming and outgoing mail, deliveries, and company correspondence.
- Maintain office files, records, forms, and administrative documentation.
- Order and maintain office supplies, equipment, and other workplace necessities.
- Coordinate office equipment maintenance, repairs, service agreements, and vendor relationships.
- Provide general administrative support to company leadership and other departments as needed.
Payroll & Certified Payroll Reporting
Approximately 30% of the role
- Process end-to-end company weekly payroll accurately and on schedule.
- Review payroll records for accuracy and resolve wage, classification, or compliance discrepancies.
- Maintain payroll records, deductions, benefits, and employee information.
- Prepare, review, verify, and submit weekly certified payroll reports, including Form WH-347, for government-funded projects.
- Protect sensitive employee, payroll, compensation, benefits, and company information.
Human Resources & Benefits Administration
Approximately 30% of the role
Recruiting & Hiring
- Post open positions on appropriate local and online employment platforms.
- Review applications and resumes, conduct initial candidate screenings, and schedule interviews.
- Coordinate pre-employment background checks and other required hiring procedures.
- Communicate with candidates throughout the recruiting and hiring process.
Employee Onboarding & Offboarding
- Lead new-employee orientation and coordinate the onboarding process.
- Ensure accurate and timely completion of all new-hire paperwork.
- Coordinate employee benefit enrollment and payroll deductions.
- Complete and maintain required E-Verify documentation and ensure compliance with applicable employment requirements.
- Coordinate employee separation paperwork, benefit changes, and final administrative requirements.
Benefits Administration
- Serve as the primary point of contact for employee benefit questions.
- Coordinate employee enrollment, eligibility changes, premium deductions, and qualifying life-event updates.
- Assist employees with questions regarding health, dental, vision, and other voluntary insurance benefits offered by the company.
- Partner with the company’s insurance broker during annual benefits renewal and open enrollment.
- Review and reconcile benefit invoices and payroll deductions as needed.
Employee Records & Compliance
- Maintain accurate, organized, and confidential employee personnel records.
- Maintain payroll and supporting documentation in accordance with applicable federal, state, and contractual record-retention requirements.
- Protect sensitive employee, payroll, compensation, benefits, and company information.
General Ledger & Monthly Close Assistance:
Approximately 10% of the role
- Assist with monthly financial close activities under the guidance and direction of the CFO.
- Reconcile general ledger and balance sheet accounts.
- Review account activity for accuracy and proper classification.
- Research and assist with correcting discrepancies.
- Ensure financial transactions are properly recorded and supported by appropriate documentation.
- Assist the CFO with financial reporting and other month-end accounting needs.
Qualifications & Skills
Required Qualifications
- Minimum Associates Degree in Accounting (orFinance).
- Minimum of 3 years of accounting, payroll, accounting, human resource or office-management experience, preferably within the construction industry.
- Working knowledge of prevailing wage requirements, Davis-Bacon regulations, labor classifications, and public works reporting and submitting certified payroll reports.
- Experience processing payroll and performing general bookkeeping functions.
- Strong understanding of accounts payable, accounts receivable, bank reconciliations, and financial recordkeeping.
- Experience supporting human resources, employee onboarding, benefits administration, or general office operations.
- Strong organizational and time-management skills with exceptional attention to detail.
- Ability to manage multiple priorities and meet recurring payroll, accounting, administrative, and compliance deadlines.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to communicate professionally with office employees, field personnel, vendors, subcontractors, customers, and company leadership.
- Ability to work independently, take initiative, solve problems, and follow assignments through completion.
- Ability to maintain discretion and confidentiality when handling employee, payroll, compensation, benefits, and company information.
Preferred Qualifications
- Minimum bachelor's degree in accounting (orFinance)
- Experience using
- Spectrum construction accounting software

- Experience with additional construction accounting, payroll, project-management, or certified payroll reporting systems.
- Experience with progress billings, lien waivers, subcontractor compliance, and certificates of insurance.
- Previous experience supporting employee recruiting, onboarding, benefits administration, and E-Verify compliance.
