Reporting to the President, the Chief Financial Officer (CFO) creates and establishes yearly financial objectives that align with GSU's overall enrollment and other operating plans and long term strategy. This individual serves as a member of the President’s Cabinet and works collaboratively with fellow Cabinet members to set and pursue goals and strategies to advance the mission and strategy of the University. The CFO interacts and collaborates effectively with other departmental leadership, academic leaders, and athletic staff to create a shared commitment and active participation in achieving the University's strategic initiatives and financial goals.
The Chief Financial Officer primarily supervises staff in the business office including Accountants, Cashier's office, the Controller and other Financial Professional staff, procurement personnel, administrative professionals, and student workers. Supervision of other departments and areas may be assigned based on previous supervisory background and work experience.
ABOUT GLENVILLE STATE UNIVERSITY:
Glenville State University is a small public college located in the scenic, central region of West Virginia. Founded in 1872 as a normal school, Glenville State currently prepares students for careers in teaching, business, land resources, fine arts, criminal justice, nursing and health sciences, all grounded in a liberal arts core curriculum. GSU also offers graduate programs in Education and will begin offering further graduate options in Business and Criminal Justice beginning in the Fall, 2023. With an enrollment of approximately 1,000+ on-campus students, the University offers masters, baccalaureate and associate degrees. The University's enrollment is composed primarily of first-generation and moderate-income students, largely from within the State of West Virginia.
EXAMPLE OF DUTIES
The appointment carries specific duties and responsibilities:

Assess and evaluate financial performance in regard to long and short term operational goals, budgets, and forecasts.

Prepare and review monthly financial reports and provide recommendations.

Supervise the accounting department and financial systems.

Regularly review and ensure application of appropriate internal controls and compliance therewith.

Prepare/present periodic budget-to-actual reports.

Prepare the annual budget and periodic forecasting.

Assure regular maintenance and backup of all accounting systems.

Ensure timeliness and accuracy of financial data reports.

Oversee the preparation and timely filing of all local, state, and federal tax returns.

Meet all information and reporting requirements from the HEPC, other State authorities, and other governing entities.

Work with Human Resources to ensure appropriate legal compliance.

Serve as key point of contact for external auditors; manage preparation and support of all external audits.

Manage cash flow planning process and ensure funds availability for operational and capital needs.

Manage financial planning and analysis including creating reports, and related analysis.

Assist in the oversight of institutional grant administration.

Oversee student billing and collection, including Cashier's Office.

May include supervision of other non-financial departments.

Review and provide recommendation regarding all university contracts.

Serve as Chief Procurement Officer, ensuring compliance with all state purchasing and payment policies and procedures.

Other duties as assigned by the President.
