Full Job Description

Job Overview

Federal government contractor is looking for a Project Manager to lead our support of the Head Start Customer Service Improvement Projects (CSIP) under the Office of Head Start (OHS), Administration for Children and Families (ACF). This is a senior client-facing leadership role for a highly experienced professional who brings deep knowledge of Head Start and Early Head Start (HS/EHS) program operations, federal grants management, and the ability to oversee complex, multi-faceted contracts while maintaining the highest standards of quality and compliance.

Duties

Contract and Program Management

Serve as the single designated manager responsible for overseeing all contract activities, ensuring all tasks are performed efficiently, accurately, on time, and in full compliance with the Performance Work Statement (PWS).
Lead the Project Kick-Off Meeting with the Contracting Officer's Representative (COR) and key OHS staff within five days of contract award to review requirements, milestones, deliverables, and performance expectations.
Develop and maintain the Program Management Plan (PMP), Quality Control Plan (QCP), Quality Assurance Surveillance Plan (QASP), and Contingency Operations Plan, submitting and revising each in accordance with required timelines.
Submit Weekly Progress Reports, monthly burn rate reports, and all other required deliverables to the COR accurately and on schedule; coordinate transition-in within five calendar days of award and submit the Transition-Out Plan no later than 90 days prior to contract end.
Oversee grant action processing, program operations support, and administrative functions across all task areas, ensuring compliance with all applicable federal regulations, OHS program requirements, ACF policies, and Head Start Performance Standards.

Team Leadership and Stakeholder Engagement

Supervise and direct all contractor staff across program management, information and records management, and administrative task areas; ensure key personnel vacancies are filled within 45 days and all staff complete required Non-Disclosure Agreements prior to performing any work.
Serve as the primary point of contact for the COR, coordinating with OHS Regional Program Managers and Office of Grants Management (OGM) staff to ensure program support aligns with OHS mission priorities.
Apply subject matter expertise across HS/EHS program domains, including education, health and nutrition, mental health, dental services, social services, and family and parent involvement, to provide informed advisory support across all OHS program areas.
Utilize OHS data systems, including the Head Start Enterprise System (HSES), GrantSolutions, and the Office of Head Start Aligned Monitoring System (IT-AMS), to support program oversight, grant action processing, and reporting functions.

Qualifications

Education:

Master's degree in Business Administration, Public Administration, or a related field strongly preferred; Bachelor's degree required from an accredited college or university.

Experience:

Minimum of 10 years of progressive professional experience managing federal client services contracts of comparable size, scope, and complexity, including at least 5 years of supervisory experience.
Minimum of 5 years of direct experience with Head Start and/or Early Head Start (HS/EHS) programs, with demonstrated knowledge of HS/EHS program operations, federal discretionary grants management, and regulatory compliance.

Skills:

Deep subject matter expertise across HS/EHS program domains including education, health and nutrition, mental health, dental services, social services, and family and parent involvement.
Proficiency in OHS data systems including the Head Start Enterprise System (HSES), GrantSolutions, and the Office of Head Start Aligned Monitoring System (IT-AMS); working knowledge of grant action processing and the federal discretionary grants life cycle.
Advanced proficiency in Microsoft Office Suite, Smartsheet, and GIS or mapping tools; excellent written and oral communication skills with demonstrated ability to produce high-quality reports, memoranda, and federal correspondence.

Pay: $110,000.00 - $125,000.00 per year
