Full Job Description

Introduction

Are you knowledgeable in the area of long-term care services and complaint investigations? Do you have experience in long-term care settings or managed long term care? Do you have a passion for helping others? The Board on Aging and Long Term Care is seeking candidates for a Regional Ombudsman position in Milwaukee County.

All employees are expected to live and work in Wisconsin. This position may travel on average up to 3 days a week but may fluctuate based on workload. The candidate hired into this position will work from home and will have their home designated as their headquarters city when travel is not needed. The work schedule for this position is Monday – Friday.

The mission of the Board on Aging and Long Term Care (BOALTC) is to advocate for the interests of the state's long-term care consumers, to inform those consumers of their rights, and to educate the public at large about health care systems and long-term care. The BOALTC is the premier resource for information and advocacy for long-term care service participants age 60 and older.

Position Summary

This position acts as the primary representative and advocate for long-term care consumers for an assigned region of the state under close supervision of the Ombudsman Services Supervisor at The Board on Aging and Long-Term Care (BOALTC).

Core responsibilities include:

Conduct professional investigations of complaints pursuant to the Federal Older Americans Act (OAA), Section 712, related to the care and treatment of individuals residing in long-term care facilities (nursing homes, community-based residential facilities, residential care apartment complexes, adult family homes).
Conduct professional investigations of complaints related to services provided to older adults under the Family Care/PACE/Partnership/Medicaid waiver programs.
Participate in Title XVIII and Title XIX certification surveys, as specified by federal law.
Provide representation of residents and consumers at hearings and appeals of long-term care services before the Office of Administrative Hearings and before other appropriate bodies.
Provide education, information, outreach and technical assistance to adults age 60 and older, their families/significant others, and providers.

Salary Information

Starting hourly rate for this position (Ombudsman Services Specialist-Entry) will $28.72 per hour, plus excellent benefits. This classification is assigned to pay schedule/range 12-64. This position is non-exempt. A 12-month probationary period will be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

This position is in the Ombudsman Services Specialist class series. This is the first level of the series. The incumbent will have the ability to reclass to the Ombudsman Services Specialist Objective level once all the required training and education is obtained. It is expected that all Ombudsman Services Specialist-Entry reclass to the Objective level.

Job Details

Persons hired for this position may not, for reasons of conflict of interest, perform any paid or voluntary work for any long-term care, managed care, or acute care provider.

Due to the nature of the position, BOALTC will conduct background checks on applicants prior to selection. BOALTC does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

These positions involve regular and frequent travel. Evidence of auto insurance must be obtained prior to the selected candidate’s start date if using a personal vehicle for work. The incumbent will be required to possess a valid Wisconsin driver license that meets the State’s Risk Management requirements to use fleet vehicles.

Qualifications

Qualified applicants will have at least two of the following:

Personal or professional experience working with long-term care services and supports.
Conducting long term care complaint investigations (e.g. interviewing parties, on-site visits, reviewing documents, conducting research, or similar).
Providing training and information on aging or long-term care issues such as self-direction, client rights, confidentiality, abuse and other issues of relevance.

In addition to the above, well qualified applicants will have some or all of the following:

Working with Family Care/PACE/Partnership waiver programs
Preparing and/or representing clients at state fair hearings and informal conferences
Working with long term care consumers as a Social Worker
