Full Job Description

Definition

Under the supervision of the Assistant GM of Engineering and Operations, the Distribution System Operator (DSO) is responsible for monitoring, controlling, and supporting the safe and reliable operation of the District’s electric distribution system. This position utilizes SCADA, Outage Management System (OMS), Customer Information System (CIS), and other operational tools to assess system conditions, coordinate outages, dispatch field personnel, and carry out switching procedures during both normal and emergency operations.

The DSO serves as a central point of communication among field crews, internal departments, neighboring utilities, and customers. This position plays a critical role in maintaining system reliability, responding to outages, and supporting the District’s commitment to providing safe, reliable electric service.

Essential Functions

1. Assumes responsibility for monitoring and controlling the electric distribution system.

a. Monitors system conditions through SCADA, OMS, demand side management programs and related platforms to support safe and reliable operations.

b. Tracks system loading, voltage levels, and equipment status.

c. Operates field devices and equipment through SCADA and HMI systems as needed.

d. Identifies abnormal conditions and takes appropriate action to maintain system stability.

2. Assumes responsibility for system switching and outage management.

a. Develops, reviews, and executes switching orders for planned maintenance and emergency restoration.

b. Issues clearances, hold tags, Hot Line Orders (HLO), and Special Conditions (SPC) in compliance with District safety procedures.

c. Coordinates outage response activities, including fault isolation and service restoration.

d. Records and monitors outages in OMS, while providing timely updates to appropriate personnel.

3. Assumes responsibility for dispatch and communication functions.

a. Dispatches and directs field crews during outages, maintenance activities, and emergency events.

b. Maintains continuous communication with field personnel through radio, telephone, and other communication systems.

c. Communicates with internal departments, neighboring utilities, power suppliers, and emergency services as needed.

d. Provides accurate, timely information to customers and internal stakeholders during outages and system events.

4. Assumes responsibility for system data, reporting, and documentation.

a. Maintains accurate logs of system activity, switching operations, and outage events.

b. Prepares and updates system reports for operational, engineering, and regulatory needs.

c. Assists with maintaining system maps, one-line diagrams, and operational documentation.

d. Collects and analyzes system data to support operational efficiency and continuous improvement.

5. Assumes responsibility for supporting system operations and programs.

a. Assists with load management and demand response initiatives.

b. Supports monitoring and coordination of Distributed Energy Resources (DER) and related programs.

c. Utilizes system analytics and modeling tools to evaluate system performance.

d. Supports planned outages and maintenance coordination in collaboration with Operations and Engineering.

6. Assumes responsibility for maintaining effective working relationships

a. Works closely with line crews, operations staff, and management to support system reliability.

b. Promotes a strong team environment centered on safety, communication, and accountability, while providing executive management with regular outage status updates.

c. Maintains professionalism in interactions with customers, contractors, and external agencies.

d. Keeps management informed of system conditions and significant events.

7. Assumes responsibility for related duties as required or assigned.

a. Monitors facility security systems and control room operations.

b. Provides administrative and operational support as needed.

c. Maintains a clean, organized, and secure work environment.

d. Performs other duties as assigned.

Essential Qualifications for DSO Level I

a. Basic understanding of electric distribution systems and operations.

b. Ability to monitor system conditions and follow established procedures.

c. Working knowledge of SCADA, OMS, or similar systems (training may be provided).

d. Ability to follow switching instructions and support outage coordination efforts.

e. Developing communication skills for working with field personnel and internal stakeholders.

f. Ability to work under direct supervision and learn operational practices.

g. Demonstrated ability to remain calm and focused during abnormal or emergency conditions.

Preferred Qualifications

· Experience in the electric utility industry, with an emphasis on distribution operations or system control.

· Completion of a Distribution System Operator Certification Program is highly desirable.

· Familiarity with SCADA, OMS, demand side management programs, and outage management processes.

· Knowledge of distribution system switching practices and electrical safety standards.

· Experience working in a control room or operations center environment.

· Strong understanding of system reliability, outage coordination, and emergency response procedures.

· Familiarity with communication systems used in utility operations, including radio and telephones.

· Working knowledge of system data analysis and operational reporting tools.

· Experience with distributed energy resources (DER), load management, or demand response programs

· Ability to work collaboratively with Operations, Engineering, IT, and external agencies.

Education and Experience Requirements DSO Level I

a. High school diploma or equivalent required.

b. Associate degree in a related field such as electrical, technical, or utility-related, preferred.

c. Entry-level experience in utility operations, dispatching, or a related technical field preferred.

Physical Requirements

Ability to sit, stand, and work at a computer workstation for extended periods.
Ability to view computer monitors and interpret system data for prolonged periods.
Ability to communicate effectively via radio, telephone, and other communication devices.
Ability to operate standard office and control room equipment.
Ability to respond quickly and remain alert during emergency situations.
Occasional lifting of up to 25 pounds, including equipment, materials, or documents.
Manual dexterity required for keyboarding and system control operation.
Ability to work effectively in a control room environment with multiple displays and systems.

Work Environment

· Work is performed primarily in a control room or operations center environment.

· Requires continuous monitoring of systems in a high-alert, fast-paced setting.

· May involve shift work, including nights, weekends, and holidays, to support 24/7 operations.

· Involves exposure to stressful and time-sensitive situations, particularly during outages and emergency events.

· Requires regular interaction with field crews, management, and external agencies under varying conditions.

· Must maintain focus and situational awareness during prolonged operational events.
