PacSci EMC, a Ralliant company, is seeking an experienced Quality Compliance Manager to lead the Compliance Engineering function at our Hollister, California manufacturing facility. Reporting to the Director of Quality, this leader will own the site's Quality Management System (QMS), ensuring compliance with AS9100D, ISO 9001:2015, customer, regulatory, and U.S. Government requirements while driving a culture of operational excellence and continuous improvement.
The Quality Compliance Manager will lead a team of Quality Engineers, strengthen audit readiness, drive CAPA and Root Cause excellence, and partner closely with Operations, Engineering, Manufacturing, Supplier Quality, and Program Management to improve quality performance across the business.
This is a highly visible leadership opportunity to influence manufacturing excellence, develop technical talent, and support products that are critical to aerospace, defense, and national security.
What You'll Do
- Lead the Compliance Engineering organization and provide day-to-day leadership for Quality Compliance activities.
- Own and continuously improve the site's Quality Management System (QMS) to ensure compliance with AS9100D, ISO 9001:2015, customer requirements, and applicable government regulations.
- Lead internal, customer, certification, and government audits, including DCMA, AS9100D surveillance audits, ISO certification audits, and Production Process Baseline (PPB) assessments.
- Lead Government Corrective Action Requests (GCAR), Customer Corrective Action Requests (CCAR), and Internal Corrective Action Requests (ICAR), ensuring timely and effective resolution.
- Drive Root Cause and Corrective Action (RCCA) investigations, CAPA effectiveness, and structured problem-solving initiatives across the organization.
- Develop, coach, and mentor Compliance Quality Engineers while building technical capability, succession plans, and career growth opportunities.
- Partner with Operations, Manufacturing, Engineering, Supplier Quality, Quality Inspection, and Program Management to resolve complex manufacturing quality and compliance challenges.
- Establish and monitor Quality KPIs, lead Management Review activities, and drive continuous improvement initiatives.
- Champion Lean Manufacturing, digital quality tools, automation, and AI-enabled analytics to improve compliance, audit readiness, and operational performance.
- Multi-site leadership responsibility across California, Ohio, and future locations as the organization continues to grow and scale.
Willingness and ability to travel up to 25% to support operational, team, and business objectives.

Required Qualifications
- Bachelor's degree in Engineering, Manufacturing, Quality, Operations, or a related technical discipline (or equivalent experience).
- 10+ years of progressive Quality leadership experience within a regulated manufacturing environment.
- 5+ years leading Quality Engineers, Compliance Engineers, or Quality Systems teams.
- Demonstrated ownership of a manufacturing Quality Management System (QMS).
- Expert knowledge of AS9100D, ISO 9001:2015, CAPA, Root Cause Analysis, Management Review, and Quality Systems.
- Experience leading customer, certification, and government audits.
- Strong cross-functional leadership with Operations, Engineering, and Manufacturing teams.
- Excellent communication, coaching, and problem-solving skills.
U.S. Citizenship required.

Preferred Qualifications
- Aerospace or Defense manufacturing experience.
- Experience working with DCMA, government audits, GCARs, CCARs, and ICARs.
- Multi-site Quality Systems leadership experience.
- Lean Manufacturing and Six Sigma Green Belt or Black Belt certification.
- AS9100 or ISO 9001 Lead Auditor certification.
Experience implementing digital Quality Systems, automation, or AI-enabled quality solutions.

Pay Range
The salary range for this position (in local currency) is $125,16000.00-$232,440.00
