Full Job Description

BEPC has an open position as a Proposal Manager

Location: Tempe, AZ

Benefits: Medical, Dental, Vision, and Life Insurance

Pay Rate: $60.00 - $65.00 Per hour based on experience

Term: 6-month contract with possible extensions or permanency based on performance

Shift: 8:00 AM to 5:00 PM

Requirements: Bachelor’s Degree / 3 years of experience in: Proposal Management, and/or Business Development, and/or Business Execution functions contributing to proposals such as Pricing, Sales, Program Management, Technical Sales, or Engineering.

Position Overview:

We are seeking an experienced Proposal Manager to lead the development and execution of competitive and non-competitive proposals in response to government, international, and commercial solicitations and Requests for Proposals (RFPs). This role is responsible for managing proposal efforts from initiation through submission while coordinating cross-functional teams to deliver compliant, compelling, and winning proposals within aggressive timelines.

Key Responsibilities:

Proposal Leadership & Management

Manage the proposal process from cradle to grave, from opportunity receipt through proposal submission.
Lead the development of competitive and non-competitive proposals in response to government, commercial, and international solicitations.
Build, lead, and manage cross-functional proposal teams consisting of Sales, Engineering, Program Management, Pricing, Contracts, and Technical Subject Matter Experts.
Define proposal team responsibilities, provide coaching, and ensure successful proposal execution.

Proposal Planning & Execution

Analyze RFP requirements and develop compliant response structures and proposal outlines.
Create and maintain detailed proposal schedules and response plans.
Lead proposal kick-off meetings and coordinate proposal development activities.
Develop and manage compliance matrices, outlines, review plans, and production schedules.
Assign and monitor proposal team tasks and ensure adherence to milestones and deadlines.
Manage proposal status reporting and issue resolution throughout the proposal lifecycle.

Team & Stakeholder Collaboration

Coordinate closely with Sales, Business Development, Engineering, Program Management, and other internal stakeholders to ensure competitive and winning bids.
Facilitate proposal reviews, including color reviews and document reviews.
Lead virtual and geographically dispersed teams to achieve proposal objectives.
Train and mentor team members on proposal processes and best practices.

Process Improvement

Monitor work-in-progress, turnaround times, and on-time delivery metrics.
Lead continuous process improvement initiatives related to proposal development and execution.
Support post-submission proposal updates and customer response activities.

Required Qualifications:

Bachelor’s Degree required.
Minimum of 3 years of experience in:
Proposal Management, and/or
Business Development, and/or
Business Execution functions contributing to proposals such as Pricing, Sales, Program Management, Technical Sales, or Engineering.
Demonstrated experience managing proposals from inception through submission.
Strong project management and organizational skills.
Ability to manage multiple proposal efforts simultaneously in a fast-paced environment.
Excellent written, verbal, and presentation communication skills.

Preferred Qualifications:

Aerospace industry experience preferred.
Defense & Space industry experience highly preferred.
Demonstrated success building and leading high-performing proposal teams.
Experience managing geographically dispersed and virtual teams.
Ability to communicate effectively with stakeholders ranging from individual contributors to executive leadership.
Proven ability to train and mentor others on proposal development processes.
Experience motivating teams to accomplish challenging objectives within compressed timelines.
Green Belt Certification preferred.
Knowledge of government contracting regulations, proposal compliance requirements, and offset requirements preferred.
APMP Certification preferred.
PMP Certification preferred.
