Full Job Description

POSITION TITLE: Occupancy Specialist

REPORTS TO: Deputy Executive Director

DATE EFFECTIVE: August, 2026

POSITION SUMMARY

The Occupancy Specialist plays a vital role in supporting our affordable housing communities by ensuring units are leased and occupied in full compliance with program and regulatory requirements. This role supports multiple properties and works closely with Property Manager and Resident Service Coordinators. This position requires a detail-oriented professional who is knowledgeable in HUD and Tax Credit programs, keeps resident files accurate and maintains excellent customer service.

Innovative Housing Concepts (IHC) portfolio includes:

Orchard Place Section 8 RAD Project Based Vouchers; 100 one bedroom units for elderly and adult disabled

Simon Center Section 8 Multi Family Project Based Rental Assistance, 104 one bedroom

Units for elderly and adult disabled

Affordable Market Rate Four properties consisting of a triplex, two duplexes, four plex and 7 units

WORK DESCRIPTION

The listed examples of work are not intended to be all-inclusive. They establish a flexible, functional base from which the employee operates. It may also be modified with additions, deletions, or changes required to obtain organizational goals and objectives.

Evaluate eligibility of program participants including eligibility for continuing participation following clearly defined policies and procedures. Investigate and verify applicant and participant information for accuracy and completeness.
Administers the properties in accordance to the authority’s Admissions and Continued Occupancy Plan (ACOP), Administrative Plan, Tenant Selection Plan, and the Federal Fair Housing Act.
Uses EIV Reports and Income Discrepancy Reports to identify inconsistencies and follows through on necessary corrective action on items noted in these reports.
Complete all housing-related paperwork in a timely manner, and enters program participant household and income information in Yardi software system.
Ensures all monthly actions are complete in time for the monthly submission to PIC.
Follows up with clients for signatures to assure that paperwork is received as required.
Maintain files in an organized fashion and all paperwork is completed correctly and signed.
Schedule inspections for tenant recertifications.
Maintains waiting lists for all Orchard Place and Simon Center including managing the waiting lists, application intake, eligibility determination, background checks; informing management of need to open or close waiting lists. Performs annual purge of wait lists. Answer all inquiries regarding wait lists.
Provides adequate applicant files to Property Manager based on vacancies as directed by Property Manager.
Submit 50059 vouchers to TRACS in a timely manner.
Provides written reports regarding wait list, occupancy and income targeting as requested by management.
Provides excellent customer service to tenants, co-workers, clients, and vendors.
Maintains confidentiality of client records and personal information.

EDUCATION AND SKILLS

Education & Experience: BA/BS in business, public administration, human services, or related field is highly preferred. Three years of previous housing authority experience, or equivalent experience with HUD, DOH, CHFA, or another affordable housing agency, is required. A combination of appropriate education and experience may be substituted for the minimum experience requirements.

The ability to represent the agency in a favorable light at all times;
Knowledge of the service population’s cultural and socioeconomic characteristics and the appropriate techniques and practices for the client population;
Customer-service oriented with a genuine desire to assist clientele;
Proficiency with computer software, including Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat.

Desired Skills:

Certified Public Housing Manager (C-PHM), Public Housing Management (PHM) certification, or completion of another property management certificate program. Selected applicant may be asked to acquire one of the above-mentioned certificates and/or the Novogradac Property Compliance Certification for managing Low-Income Tax Credit properties;
An interest in professional development and growth within the agency;
Knowledge of YARDI software;
Knowledge of 50059, 50058, the PIH Information Center (PIC) and TRACS
Knowledge of Federal, State and Local Policies affecting affordable housing.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS

Incumbent must have the physical ability to run errands that may entail walking short distances. Must have a valid driver’s license and personal vehicle with full insurance coverage. Individuals are expected to utilize their own car for daily work-related travel with mileage reimbursement for miles incurred.

COMPENSATION

This is a full-time, salary non-exempt position with a compensation range of $65,000 to $75,000 annually. Position comes with a benefits package that includes: Medical and Dental coverage (80% covered by employer), and optional vision coverage, company-paid Long-Term Disability and Life Insurance, 401(a) plan with employer match, optional Flex Spending Account, 457 IRA, 457 Roth and access to supplemental insurances through Aflac.

IHC is committed to promoting its employees’ work-life balance by offering an optional compressed work schedule, weekly remote workday, 13 paid holidays, and a generous paid time off policy (after completion of a 60-day introductory period).
