Full Job Description

The City of Pasadena - Rent Stabilization Department seeks a motivated and experienced Program Coordinator II to assist the Rent Registry Division.

The key responsibilities of this role include:

Coordinating the rental registration process and monitoring compliance with rent stabilization regulations.
Assist with direct client support provided by the Rental Registry staff.
Generating reports and analyzing data to inform policy decisions and enforcement actions.

The ideal candidate will possess program management experience in a government setting, including demonstrated experience with data management and analysis, and experience in successfully collaborating in team projects. The successful candidate understands rent stabilization regulations, possesses excellent communication and interpersonal skills, strong writing and editing skills, and the ability to thrive in a dynamic environment with strong problem-solving skills and the ability to work independently and collaboratively.

Essential Functions

Plans, organizes, directs, coordinates, and evaluates the activities of the Rental Registry program; assigns and coordinates work.
Evaluates program needs and develops an effective program; develops procedures within areas of responsibility and instruction materials to assist in accomplishing program goals.
Develops effective public participation strategies and activities and establishes effective working relationships with community groups or representatives, or agencies related to or affected by the activities of the assigned program; makes presentations to community groups, or participates on committees and task forces to interpret/exchange information and to assure cooperation in achieving goals.
Performs activities necessary to facilitate development of City and community partnerships and collaborative efforts; provides staff support to community-based planning coalitions and committees.
Maintains up-to-date knowledge of federal, state, and local laws, regulations, and policies, procedures that govern program operations; disseminates knowledge to staff and ensures compliance on a continuous basis.
Prepares analytical papers, publications, newsletters, planning documents and administrative reports; assists in the development of goals, objectives, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services; analyzes, interprets and explains City policies and procedures; confers with members of the public to explain procedures and policies; investigates and prepares reports on specific requests and complaints pertaining to assigned program.
Conducts needs assessments, research and analyzes statistical and other data; makes recommendations on administrative and operational problems, policies, and procedures.
Assists in the recruitment and selection of interns, volunteers, and support staff; represents the City in the community and at interdepartmental, interagency and professional meetings.
Regular attendance is an essential function of this classification.

EDUCATION AND EXPERIENCE

Bachelor's degree in business or public administration, liberal arts, public relations, social science, sociology, psychology, or a closely related field and
Three years of professional experience in administering or implementing community wide programs and/or housing programs.

DESIRED QUALIFICATIONS

Knowledge of rent stabilization regulations.
Recent experience with data management and analysis in a government setting.

The selection process may consist of a training and experience evaluation, interview panel, and/or department-level interviews.

Candidates selected for this position are subject to a one year probationary work period.

Special Requirements

Must have or obtain a Class C California driver's license and a satisfactory driving record, as they may be required for some assignments.
