The Department of Veterans Affairs is implementing a streamlined 30-Day Hiring Model designed to accelerate hiring while maintaining the highest standards of merit-based selection. This improved process reduces traditional hiring timelines by integrating early coordination, faster assessments, and efficient pre-employment actions. Applicants can expect a more transparent, predictable, and efficient hiring journey from announcement to entry on duty.What Applicants Can Expect
- Expedited Candidate Review Once the announcement closes, Human Resources will quickly review applications, issue certificates of eligible candidates the day after the announcement closes and refer applicants for hiring manager consideration.
- Quick Interviews & References
HR may arrange interviews and will request references within 3-5 days after being referred to the hiring manager.
- Streamlined Pre-Employment Requirements: Following a tentative offer, applicants should be prepared to complete required steps, such as fingerprinting and background check, credentialing, and medical examination within 3 days of the offer.
- Clear and Timely Communication: Applicants will receive clear communication at key milestones, including referral, tentative offer, and onboarding instructions.
After meeting pre-employment requirements, candidates will receive a final job offer and start date. Onboarding tasks may continue after starting, with HR ensuring timely completion for a smooth transition into VA service.

Duties and responsibilities include but are not limited to the following:
- Works with provider stakeholders to develop database reports to support clinical decisions related to patient assessment and care.
- Identifies and writes programs inStructured Query Language (SQL) code where necessary to monitor, maintain, or initiate procedures; establishes protocols for evaluating ordering patterns.
- Supports medication use data mining, data analysis and interpretation, and data reporting to facilitate stakeholder awareness, acceptance and application.
- Serves as a resource regarding VHA data warehouse systems management information tools, and provides analytic support for relevant health care teams Incorporates Clinical Patient Record System (CPRS) decision.
- Coordinates appropriate communication, marketing, and implementation strategies for the integration of clinical analytics/data mining results.
- Validates the structure and function of provider and team-specific data reports. Ensures the accuracy of information delivered for assigned program areas (e.g., drug file, prescription costs, clinical profiles).
- Develops communication and marketing strategies (including Intranet, SharePoint tools, provider group and one-on-one educational opportunities) to support successful stakeholders buy-in and application.
- Monitors program outcomes, including patient safety, cost avoidance, and healthcare resource utilization.
- Designs, develops and delivers patient and population specific analytic programs to achieve clinical outcomes and institutional performance measures.
- Continually monitors new literature, evidence and pricing changes to improve care and cost-containment.
- Provide feedback, education, and recommendations to providers to improve quality of patient care and healthcare resource utilization.
- Problem-solve issues related to data mining and data delivery services. Routinely collaborate with Region 01 and the PVAHCS Office of Information and Technology (OI&T) in addressing service-related issues that prevent system functionality.
- Provide targeted physician, resident and pharmacist education to staff and providers based on performance data and measures. Develop patient targeted education that will essentially enlist the patient to prompt providers to adhere to contract and performance measure goals as appropriate.
- Performs other duties as assigned.
Work Schedule: Full Time Monday-Friday 7:30 a.m. - 4:30 p.m.; variable based on the needs of the facility and service line.

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- English Language: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
- Education:
- Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
- Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
- Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-13:Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
b. Expert understanding of regulatory and quality standards for their program area.
c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, Pharmacoinformatics or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.
Preferred Experience: Pharmacoinformatics, Data Analytics and/or Electronic Health Record Management.

Physical Requirements: The work requires regular and recurring physical exertion, involving standing/sitting for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 50 lbs., and bending/stooping. The work may entail repetitive wrist movement while using various size syringes, vial cap removal, and typing.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
