Full Job Description

Youth Program Manager

ROLE OUTLINE

The Youth Program Manager is a key staff member of the Rogue Workforce Partnership - Southern Oregon YouthWorks program who helps to create a demand-driven system that aligns the skills of youth with the needs of employers while improving career pathway accessibility for young individuals.

RESPONSIBILITIES

Program and Contract Management

a. Oversee the management of assigned workforce development programs, including youth programs across Jackson and Josephine counties.

b. Manage program performance to ensure compliance with regulations and reporting requirements for multiple youth-focused grants.

c. Monitor key performance and compliance indicators and provide timely guidance to ensure contracted outcomes are met.

d. Facilitate training staff trainings and serve as point of contact for assigned youth workforce development programs.

e. Convene and facilitate meetings with key stakeholders.

f. Contribute to preparation of performance reports.

g. Provide leadership and support to ensure the successful implementation of workforce initiatives and sector strategies.

h. Develop program standards and standard operating procedures.

i. Contribute to the development of contracts for workforce development and training programs, including creating statements of work, budgets, deliverables, and outcomes.

j. Support contract monitoring processes.

k. Contribute to the procurement process for contracts.

l. Implement corrective action and provide technical assistance when projects or programs are not meeting obligations.

m. Serve as the I-Trac (MIS system) point of contact for youth services.

n. Oversee I-Trac systems administration, data validation, and quality analysis to ensure accurate performance tracking and reporting.

Leadership and people management

a. Provide day-to-day leadership and guidance to youth program staff and partners, promoting a culture of accountability, collaboration, and equity.

b. Model professional, strength-based, and trauma-informed approaches in all internal and external relationships.

c. Support the professional growth of team members by facilitating development conversations, providing coaching and feedback, and encouraging participation in training opportunities.

d. Ensure alignment across program teams, partners, and leadership by sharing updates, communicating priorities, and elevating challenges or risks proactively.

e. Maintain a solutions-oriented mindset and foster a continuous improvement approach across all youth program activities.

f. Participate in organizational planning and strategy efforts as a member of RWP’s leadership team.

Continuous Improvement

a. Implement mechanisms for continuous improvement, assessing program effectiveness and recommending enhancements.

b. Represent RWP at statewide working groups to promote collaboration and integration.

c. Lead collaborative partnerships to blend, braid, and stack funding streams, ensuring a seamless customer experience.

d. Work with leadership to identify risks and opportunities across multiple programs and resources.

e. Participate in training and professional development activities.

Business and Industry Partnerships

a. Align sector strategies with youth program design to ensure effective workforce development aligned with industry needs.

b. Facilitate and coordinate partnerships with community youth stakeholder groups to strengthen collaboration and service delivery.

Additional Responsibilities as assigned

EXPERIENCE & TRAINING

a. Three to five years of professional work experience in increasingly responsible leadership and program management position specifically focused on working with the youth population.

b. Business outreach experience.

c. Graduation from an accredited four-year college or university with major course work in psychology, education, adult learning, organizational development, social sciences, business administration or public administration or related field OR an equivalent of work experience and education.

d. Demonstrated experience and success in creating innovative products and services to build the workplace skills and proficiencies of adult learners and youth.

e. Any equivalent combination of experience and training/education which provides the knowledge, skills, and abilities to perform the essential functions of the job.

KNOWLEDGE & PROFICIENCY

a. Working understanding of the Workforce Innovation and Opportunity Act (WIOA).

b. Familiarity with highly regulated Federal funds, including the ability to interpret and apply rules and regulations to field operations.

c. Project and/or contracts management.

d. Experience in workforce development, education, public administration and/or related field.

e. Data collection and analysis for managing performance and generating business reports, metrics.

f. Knowledge of public employment and training programs, and related community resources.

g. Business communications tools, methods, and practices.

h. Excellent written and oral communication skills.

i. Computer Skills - Microsoft Office Suite and others.

j. Proficiency in using technology such as online meeting platforms and Microsoft Office programs, with the ability to troubleshoot basic technical issues on a personal computer.

k. Apply critical thinking, problem-solving/solution-building and system thinking skills in all aspects of leadership responsibilities.

l. Work effectively as a team member and apply emotional intelligence competencies.

m. Establish, cultivate, and maintain excellent relationships with other workforce partners.

n. Convene and facilitate work teams consisting of leaders from business, education, and/or workforce organizations.

o. Be entrepreneurial create innovative business solutions that identify, aggregate, anticipate and satisfy customer workforce and talent development needs.

PHYSICAL DEMANDS OF THE JOB

Will be expected to often work at a desk or in meetings for long periods. They should be comfortable sitting at a computer, attending meetings, and standing when necessary. Must have the ability to use computers and other technology devices for various tasks. May need to travel occasionally for meetings with stakeholders, site visits, or conferences. They should be willing and able to travel as needed.

WORK ENVIRONMENT

Work is generally performed in an office or home office environment. Some travel and fieldwork required. Responsibilities may require work outside of traditional work hours.

DRIVING

This position requires the ability to travel, both within and outside of the service area. Must have a valid Oregon driver's license and an acceptable driving record.

COMPENSATION

Commensurate with experience, skills, and performance. ($65-$75K annual starting salary)

LOCATION

The Rogue Workforce Partnership - Southern Oregon YouthWorks serves Jackson and Josephine Counties as a region. The position will be in-person and will travel within the region as needed.
