Full Job Description

Job Summary

Provides crime prevention and law enforcement responsibilities for the conduct of routine patrols, preliminary, criminal, and specialized investigations, and traffic control duties in a designated area during an assigned shift.

This position is a part-time officer and must meet the same qualifications and standards of a full-time officer.

STARTING SALARY

The starting salary of certified officers is based on the previous experience level of the applicant as full-time police officer. Experience as a reserve officer, constable, military service, military police, and jailer is not accepted.

Essential Functions

With limited supervision, this position operates in an assigned area(s) of the City of Grapevine and through the application of sound judgment developed through training, education, and experience, performs crime prevention and detection activities to enforce federal, state, and local laws, preserve the peace and protect property and lives. Typical duties include:

1. Patrols an assigned area to prevent and detect criminal activities, normally operating a city vehicle.
2. Responds to emergency calls to protect lives and property, often involving criminal activities. Apprehends suspected criminals as situation dictates.
3. Initiates applicable investigation techniques to develop and prosecute criminals under each offense.
4. Prepares reports to document investigative actions, interviews, interrogations, subpoena procurement; written statements; affidavits for evidentiary warrants and arrest warrants; evidence collection; identification, location and apprehension of perpetrator and property recovery. Submits these documents for supervisory review.
5. Prepares and presents cases to relevant courts, legal processes, and testifies when required.
6. Investigates non-criminal actions such as missing persons, internal affairs, found property, and other relevant requests for service.
7. Enforces traffic laws through patrol and issuance of citations.
8. Participates in Police Department crime prevention and education programs and activities.
9. Conducts specialized undercover investigations as assigned.
10. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
11. Interacts professionally and respectfully with the public, coworkers, and others in the course of daily work.
12. Maintains regular and timely attendance.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
Applicants must:
At a minimum, have received a high school diploma or GED,
1. Hold a current TCOLE Peace Officer’s license,
2. Be at least 21 years of age or older
3. Have a TCOLE honorable discharge from any previous agency(s), if applicable.
4. Have or be eligible to obtain a valid Texas driver’s license by hire date.
5. The Grapevine Police Department will only accept part-time police officer (PTO) applicants under the following guidelines:
a. Recently resigned or retired full-time Grapevine Police Department officers having received an honorable F5, through no appeal process, and eligible for rehire.
i. Separation from the Grapevine Police Department must be at least 91 days, but less than 180 days.
ii. The PTO applicant must have been employed as a fulltime police officer for at least 1 year, calculated forward from the completion of the field training program to the date of fulltime separation,
iii. The applicant’s TCOLE license must be current and valid on the date of hire, and
iv. Personnel returning under this section will not be considered a continuation of full-time employment and must satisfy all City of Grapevine and Department hiring requirements to include: PHS, criminal history check, CJIS check, and pass a pre-employment basic physical, drug screen, functional assessment.
b. Any former Grapevine Police Department officer who has been separated from the Department for more than 180 days may return.
i. At the discretion of the Chief of Police,
ii. Must meet all qualifications for being a Grapevine Police Officer, and
iii. Must participate and pass the current hiring process.
iv. Personnel returning under this section will not be considered a rehire employee and must satisfy all City of Grapevine screening requirements for employment to include: passing a full background investigation, polygraph exam, psychological exam, pre-employment basic physical, drug screen, and functional assessment.
c. Recently resigned or retired full-time peace officers from another Texas law enforcement agency who must:
i. Have an honorable F5 signed by the last agency’s chief administrator,
ii. At the discretion of the Chief of Police,
iii. Have a current and valid TCOLE license on the date of hire,
iv. Meet all qualifications for being a Grapevine Police Officer,
v. Participate in and pass the hiring process to include: full background investigation, polygraph exam, psychological exam, pre-employment basic physical, drug screen, and functional assessment, and
vi. Successfully complete a department field training program.

Employees who are designated to drive a commercial motor vehicle in a non-emergency situation must have and maintain a CDL driver’s license.

1. Pass a full background investigation, polygraph exam, and psychological exam.
2. Pass a pre-employment basic physical, drug screen, functional assessment.

Applicants must NOT:
1. Have any DWI (alcohol or drugs) convictions in the last ten years.
2. Have any felony convictions.
3. Have been convicted, put on court-ordered community supervision, or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order.
4. Have any convictions, deferred adjudication, or probation for assault family violence.

WORKING CONDITIONS
Prior to and during the academy, working conditions will primarily be in a class room or office setting. Physical activity such as physical training, firearms training, emergency driving training, among other activity, is a part of this position.
Since this position is a precursor for the Police Officer positions, the applicant should be aware of the listed
working conditions listed in the Police Officer job description. As a police officer, while performing the essential
functions of this position may involve routine and possibly frequent exposure to:
