Education/Experience/Training:
Ø Bachelor’s Degree in a Social Science Field, Business Management, Public Administration, Psychology, Gerontology, or closely related field; and Five (5) years’ of experience including two (2) years’ of supervisory experience.
Or
Ø Any equivalent combination of education and experience totaling nine (9) years.
Ø Strong experience in grant writing and administration.
Ø Strong experience with managing complex budgets with multiple funding streams.
Certifications:
Ø Valid Driver’s License issued by the State of Montana.
JOB SUMMARY
The Aging Services Director (Director) directs, manages, supervises, and coordinates the activities and operations of the Aging Services Department (Aging Services), which includes administration of multiple federal programs under the Older Americans Act (OAA) and other federally funded programs. The Director oversees nutrition services under OAA for home delivered meals, congregate meals and nutrition support for the diverse needs of the senior population of Cascade County (County). This is a department head/senior management position responsible for the coordination, oversight and supervision of the work of all Aging Services personnel and daily operations, including Transportation and volunteer coordination. The Director plans, organizes and supervises the Council on Aging for the County, coordinates assigned activities with other County Departments, senior citizens, volunteers and the Board of Cascade County Commissioners (BOCC), administers the Aging Services annual budget ensuring effective and efficient use of budgeted funds, personnel, material and facilities, performs special assignments as directed, and performs other duties as required or assigned.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Supervises, plans, coordinates, directs and oversees all aspects of the work of Aging Services; Supervises, monitors, and manages volunteer recruitment, retention and scheduling as needed; Makes staffing decisions including hiring, firing, training, discipline, performance evaluations, and scheduling of work; Prepares budget in compliance with Federal and State Regulations and BOCC established guidelines as well as adhering to County policy; Approves all expenditure for all programs and ensures that they remain within budget; Ensures compliance with all Federal program requirements, laws, and regulations; Reviews and/or prepares grant reports, program reports, and other required grant paperwork; Responsible for community outreach, research and writing the 4-year Area Agency Plan for the Older Americans Act funding and subsequent contracts with the State; Resolves grievances as appropriate; Provides monitoring and oversight to Aging Services personnel to ensure that all regulations and policies are followed and adhered to in accordance with contracts and statutes; Oversight of community planning and program development relating to aging programs; Responsible for oversight of and competency of contractors and vendors and the management of the contractor/vendor relationship; Responsible for writing and seeking BOCC approval for all vendor and service provider requests for proposals and contracts; Reviews, writes and coordinates federal, state and local programs available to the County, develop grants to secure financial assistance and provide for coordination and monitoring of grants received to ensure compliance; Reviews proposed legislation that may affect the aging population and ensure that the BOCC, Senior Advisory Council and others interested are kept informed; Develops, maintains, and updates various departmental standard operating procedures and policies; Practices and encourages workplace safety and holds employees accountable to practice workplace safety; Creates and maintains public awareness of the problems of older people through speeches, articles, press releases, and radio/television appearances as well as provides oversight and may create social media presence in accordance with County policies; Responds to complaints regarding Aging Services’ deficiencies and develops plans for correction withing established guidelines; Attends meetings and conferences, directs and serves on boards, commissions, committees related to the aging process as well as coinciding with the 4-Year Area Agency Plan; Oversees and staffs the Senior Advisory Council by ensuring that the BOCC Office has posted membership, openings, and prepares or directs for minutes and agendas to be created and disseminated. Invite speakers and others to the meeting as directed by the Council; Creates and participates in a highly functioning environment of leadership, management, and teamwork, including stepping in where needed in times of crisis or need; Performs other duties as assigned or required.
Knowledge and understanding of:

Plan, organize, prioritize, supervise and evaluate the work of all Aging staff and volunteers.; Plan, organize, and direct comprehensive programs in coordination with the 4-year Area Plan, State Plan and Older American’s Act as well as other funding sources; Apply critical thinking and analysis to complex instructions or regulations; Write grants, reports, technical memoranda, and other complex documents; Establish systems for maintaining time, cost and material records required to provide programmatic compliance and comprehensive reports; Conduct research necessary for finding, writing and implementing grants, policy, legislation and other programmatic requirements; Establish effective working relationships with the BOCC, Chief Financial Officer, Human Resource Director, other county departments, employees, Federal and State agencies, private agencies, and the general public; Proficient in oral and written communication both in technical and non-technical terms with a variety of people who have differing levels of education and age in a sensitive, professional manner; Evaluate operations and recommend organizational change management strategies to improve financial sustainability and operational efficiencies while meeting mandated functions and needs of the community; Experience in grant or data reporting processes; Work in a collaborative and team-oriented manner with management, other County employees and offices/departments; Work with individuals with diverse and varied social economic and cultural backgrounds in an empathic, non-judgmental, respectful and professional manner; Work in a professional, business-oriented environment according to all professional standards of ethics and decorum; Understand program objectives in relation to departmental goals and objectives; Exercise sound judgment and decision-making skills within established standards, guidelines, policies and procedures; Operate a personal computer using word processing, spreadsheet and database applications appropriate to assigned duties; Quickly adapt, implement, and perform a wide variety of supervisory and public relations tasks with accuracy and speed under the pressure of time-sensitive deadlines; Drive to meetings year-round within the state of Montana; Meet challenges with resourcefulness through original thinking and creativity; Perform other duties as required or assigned.
