POSITION OBJECTIVES: Under the general direction of the Town Manager, The Planner II performs professional planning work involving current and long-range planning, land use regulation, development review, zoning administration, and community development. The position reviews development applications for compliance with the Town's Comprehensive Plan, Municipal Code, and applicable state and federal regulations. The Planner II serves as a liaison with developers, property owners, consultants, citizens, and other governmental agencies while providing professional recommendations to the Planning Commission and Town Board.
The Planner II exercises independent judgment in interpreting planning regulations and managing development projects while supporting the Town's strategic growth objectives.
JOB SUMMARY
Primary Responsibilities
- Reviews development applications including subdivisions, site plans, rezonings, planned developments, annexations, variances, conditional use permits, and other land use applications.
- Evaluates development proposals for compliance with municipal codes, comprehensive plans, zoning regulations, subdivision regulations, engineering standards, and applicable state and federal laws.
- Prepares detailed staff reports and recommendations for the Planning Commission, Board of Adjustment, Town Board, and other advisory committees.
- Coordinates development review with engineering, public works, utilities, parks, police, fire, and outside agencies.
- Conducts research and prepares reports on land use, demographics, transportation, housing, economic development, and growth management issues.
- Assists with updates to the Comprehensive Plan, zoning ordinance, subdivision regulations, development standards, and other planning documents.
- Provides zoning information and planning assistance to residents, developers, architects, engineers, contractors, and other stakeholders.
- Reviews building permit applications for zoning compliance.
- Conducts site inspections to verify compliance with approved development plans and land use regulations.
- Assists with code interpretation and enforcement activities related to zoning and land use.
- Coordinates public meetings, neighborhood outreach, and public hearings.
- Maintains planning records, GIS information, development files, and planning databases.
- Participates in special planning studies and capital improvement planning.
- Represents the Town at regional meetings and intergovernmental planning efforts as assigned.
- Assists with grant applications and administration related to planning and community development projects.
- Performs other related duties as assigned.

Qualifications Bachelor's degree from an accredited college or university in:
- Urban Planning
- Regional Planning
- Land Use Planning
- Public Administration
- Geography
- Landscape Architecture
- Civil Engineering
- Architecture
- Or a closely related field.
Licenses and Certifications
- Valid Colorado Driver's License or ability to obtain one within 30 days of employment.
- American Institute of Certified Planners (AICP) certification is preferred but not required.
Environmental Conditions
Work is generally performed in an office environment. The position requires attendance at evening meetings of the Planning Commission, Town Board, neighborhood meetings, and other public meetings as necessary. Occasional travel for training, conferences, and regional meetings may be required.

Other Unique Requirements:
· A flexible schedule may be required to fulfill organizational needs including attending evening meetings (one or two per month) and town sponsored events on a weekend.
· All Town of Keenesburg employees must be able to pass a background check and pre-employment drug screening.
Education/Experience
- High school diploma or GED
- Three (3) to five (5) years of progressively responsible professional planning experience.
- Municipal planning experience is preferred.
- Experience in Colorado municipal planning is highly desirable

The Town of Keenesburg offers a comprehensive benefit package and pays a major portion of the employee premium. Benefit coverage includes Health Insurance, Dental and Vision, Town paid Life Insurance for employee, IRA contribution, paid sick leave accrual, and vacation time (based on length of service). Benefits begin the 1st of the month following the first day of the following month if eligible on or before the fourteenth (14th); or the first day of the second month following the date of eligibility if eligibility qualification is on or after the fifteenth (15th) for employees regularly scheduled and working an average of 20 hours per week.
