Full Job Description

Introduction

The Wisconsin Department of Children and Families (DCF), Division of Safety & Permanence (DSP), Bureau of Compliance, Research, and Analytics (BCRA), Child Welfare Research and Analytics Section is currently recruiting to fill Research Analyst- Advanced position. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

Research Analyst works within a team as the data lead for the Bureau of Youth Services (BYS) in the Division of Safety and Permanence in the Department of Children and Families. The research analyst creates data reports, conducts simple and advanced statistical analyses, and disseminates findings from these analyses to program and policy staff to provide accurate, up-to-date information about program performance. The research analyst collaborates with partners from the Division, other units within the Department, county human services agencies, and the public to formulate research questions and set their research agenda. The research analyst is the lead data expert in measuring key outcomes for older youth involved in child welfare and youth justice programs, and provides key consultation to BYS and Division leadership on selecting and constructing measures of program outcomes.

Salary Information

The starting salary is between $39.00 and $43.00 per hour ($81,120 and $89,440 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

This position is included in the classification of Research Analyst- Advanced within the pay schedule/range is 08-03. A one year probationary period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have:

Experience collecting, analyzing, interpreting, and/or applying qualitative or quantitative data to support decision making, program improvement or research outcomes
Experience using research methods, data analysis, performance measurement, or similar analytical approaches
Experience writing and/or presenting reports for various audiences (e.g. briefs, memos, research reports, and depicting complex information in visual formats)

Well-qualified applicants will have:

Experience working with social science research adjacent to youth justice, data and analytics (e.g. research approaches, tools, and techniques, for collecting and analyzing qualitative or quantitative data in the specified area)
Experience working with data and statistical analysis and research methods within youth justice data (e.g. descriptive statistics, tests of association, regression analysis, etc.)
Experience using data visualization, reporting or analytical software (e.g. Tableau, SQL,) to analyze and report of data
Experience working with different teams to evaluate outcomes, produce analyses as well as functional reports and dashboards, and translate that back to numerous audiences.
Experience working with data systems or programs serving children, youth justice, human services or other adjacent fields supporting Wisconsin youth and families (e.g eWISACWIS, DRAI, JSDR, YASI, Caseworks, child welfare, etc.)
